03-1004Council File # 0,3 � /�� Green Sheet # .3803 � Presented by Referred To 1 Financing for Irvine Avenue Landscaping 2 WHEREAS, the Irvine Avenue right of way between Ramsey Street and Pleasant Avenue contains an upper and lower 3 roadway with a slope wall beriveen the roadways; and 4 5 WIIEREAS, the eastem two-thirds of Irvine Avenue was reconstructed in 1995 as part of the Combined Sewer 6 Separation Program, with only a minor amount of the planned landscaping completed due to limited amount of space 7 and presence of buckthorn and other invasive species on the slope wall; and 8 WHEREAS, the western one-third of Irvine Avenue was not reconstructed due to the poor condition of the slope wall and 9 lack of funding for reconstruction of wall; and 10 WHEREAS, the Departments of Public Warks and Parks and Recreation have worked with the community to develop a 11 plan for buckthorn removal and landscaping for the slope wall azea on the eastern two-thirds of Irvine Avenue; and 12 WHEREAS, Public Works submitted a proposal as part of 2004-2005 Capital Improvement Budget process for 13 reconstruction of the roadways and the slope wall on western one-third of Irvine Avenue and installation of landscaping 14 on the slope wall on the eastern two-thirds of Irvine Avenue; and 15 WHEREAS, the project is not recommended for funding in proposed 2004-2005 Capital Improvement Budget; and 16 WHEREAS, the fragile hillside and the recently completed buckthorn removal effort make it advisable to proceed 17 expeditiously with landscaping the eastern two-thirds of Irvine Avenue which has an estimated cost of $43,500; and 18 NOW, THEREFORE BE IT RESOLVED, that the City Council directs that the landscaping be completed in 2004 and be 19 funded out of the 2004 Residential Street Vitality Pro�ram. Yes No Expiain aIl yes answers on separate sheet and attach to green sheet INITLITING PROBLEM, ISSUE, OPPORTUNTTY (Who, What, When, Where, Why): When Irvine Avenue was reconstructed, the customary landscaping in the right of way was not completed because of a lack of funding and the prevalence of buckthorn in the azea tktat would have choked any planting. In the yeaz's since, the community has developed a landscaping plan and committed itself to ongoing maintenance of the hillside. The first round of buckthorn removal was completed last spring, preparing the site for the permanent sustainable landscaping recommended in the plan. Funds aze available in the 2004 RSVP budget to install the landscaping in the spring of 2004. ADVANTAGES IF APPROVED: Landscaping can be installed, stabilizing the hillside against fut�ther erosion and vulnerability to invasive plants. DISADVANTAGES IF APPROVED: None DISADVANTAGES IF NOT APPROVED: The hillside will fall into fiirther disrepair and the investment already made in buckthorn removal will be lost.
