The Legislative Hearing Officer decided to grant the appeal pending City Council approval in order to provide mutual privacy to a battered women's shelter, serving women and children, and a private residence. The proposed design will not detract from the character of the public realm or pose any risk to the safety of pedestrians or drivers. ADVANTAGESIFAPPROVED: Work can proceed before winter.
