There is a need for more locally produced Educational Access programming on channel 16, and Council approved the CEPEA program in Resolution 02-316 which allocated $100,000 of the monies from the AT&T PEG grant for Educational Access. Educational entities and SPNN have applied'for these funds. AND OFFICE OF CABLE COMMUNICATIONS RECOMMENDATIONS Background City Council Resolution #A2316 from April 17, 2002 established the Capital Equipment Program for Educational Access (CEPEA). CEPEA was created because the City has an interest in increasing the amount of Iocaliy produced Educational Access programming in Saint Paul on cable channel 16. A one-time allocation of $100,000 from the PEG grant monies that AT&T pays to the City was made to fund CEPEA for the 2002-2003 school year. Accredited educational institutions and the Saint Paul Neighborhood Network (SPNN) were invited to submit proposals for video production equipment to produce Educational Access programming for channel 16. A proposers conference was held on May 1, 2002 to explain the CEPEA guidelines, objectives, and procedures to those interested in submitting a proposal. Five proposals were received by the proposal deadline of June 5, 2002, and alI five proposals are being funded at varying levels. The proposals were then reviewed by a team from the Offce of Cable Communications (OCC) consisiing of: Holly Hansen, Cable Communications Officer; Cheryl Pasalic, Program CoordinatodProject Manager, Terry Devine, Video Production Supervisor; Michaef Popadiuk, Video Production Technician, and Jesse Zimmerman, Video Production Technician. The following are the summaries of each proposal and the OCC recommendations for funding amounts to be granted: Avalon Hiah School Proposal Request - $70U.00 ln-Kind Contribution by Proposer -$700.00 Camera purchase Office of Cable Communications Recommendation for funding -$1,500.00 This is a smaller, project-based high school where students work a portion of the day in a non-classroom setting. The students and teachers have begun training in video production through SPNN, but the school has no video production equipment of their own to utilize. They plan to purchase portable video production equipment to produce a half hour monthly show to run on Educational Access channel 16 if they are awarded CEPEA funding. The review committee found that the proposal lacked the tripods and microphones necessary to complete the poRabie equipment packages and recommends adding funding to the request to allow for the purchase of those additionai pieces. These committee recommendations were discussed with the proposers and were acceptabie to them. Central High School Proposal Request - $89,654.00 In-Kind Contribution by Proposer - Studio, 20 iMac computers, 2 Power Mac computers, video tapes, audio & video supplies - $32,296.00 Office of Cabte Communications Recommendation for funding -$73,100.00 For many years Centra( High School has offered a Television Media Program for grades nine through twelve. The programming produced is shown internally throughout the high school to all classrooms, several haliways, o�ces, and the cafeteria. The school has some video production equipment that is more than 25 years old, and a studio that has not been fully developed or equipped. The school is requesting CEPEA funding to purchase video production equipment for the studio and control room/editing facilities. The proposal also offers that other schools and the community would be able to utilize the studio and equipment after school hours through the Educational N Department. Central indicates plans to increase their programming for channei 16 by five hours per week if they are granted CEPEA funding. The review committee found that many pieces of the equipment contained within the quote obtained by the proposer were of higher quaiity than may be necessary 4or the situation at this time. The committee recommends that the proposed equipment coufd be scaled down slightly and the conversion to an alt digital equipment facility be deferred to a later date when SPNN will have the same capabilities. The committee recommendations were discussed with the proposers and they were acceptable to them. City Academy Hiah School D 1 Proposal Request - $2,400.00 In-Kind Contribution by Proposer- Maintenance contracts forequipment, mobile computer lab, PC-based editing software, tech support and disk storage -$23,800.00 O�ce of Cable Communications Recommendation for funding -$2,400.00 This charter high school has been training students and teachers in video production for over five years through the classes offered by SPNN. They do not have any video production equipment of their own and have been producing a regular newsietter using digital still cameras and art work from students. Their proposal indicates they would like to transtate this newsletter called "Newsline" into a video p�ogtam that could be played at the school and cablecast on channel 16. This is a year round school that hopes to have an hour long show per month and produce another two or three sho�nrs per year to run on channel 16. They would purchase portable video production equipment with CEPEA funding to go along with the computer equipment and editing software that they have already purchased. The review committee has suggested some slight equipment revisions and considerations for the proposer and that is agreeable to them. Expo Elementarv School Proposal Request - $17,074.80 In-Kind Contribution by Proposer - video source and recording equipment in distribution center, editing computer equipment Of�ice of Cable Communications Recommendation for funding -$2,400.00 Expo Elementary is a magnetschooi that has been training some of its students and teachers in video production through classes offered by SPNN. The school would like to expand on their training and produce a monthly news program to inform students, teachers, and parents about activities at Expo. The proposal submitted requested extensive equipment to complete internal audio and video distributior� within the school building and video production equipment. After review, it was recommended by the review committee that CEPEA funding was appropriate fior video production equipment, but not fior internaf distribution audio and pubiic address equipment. These recommendations were discusSed with the proposers and they are agreeable to working with the funding being provided. Saint Paul Neighborhood Network (SPNNI Proposal Request - $21,990.00 In-Kind Contribution by Proposer - Youth Education Director to coordinate with schools Office of Cable Communications Recommendation for funding -$20,600 SPIVN is the City's Designated Entity for providing Public and Educational Access and Community Programming. Because the City would like to see a greater emphasis placed on educational access programming, the CEPEA program was created to foster more locally produced educational programs. SPNN proposed putting three portable ,video praduction and edi6ng systems within the schools on a semester loan type program. While .the review committee endorsed the idea of having more equipment available for schools, it also had concerns with loaning only a limited number of sets for so many months at a time. The committee recommends that SPNN use CEPEA funding to purchase six smaller portable video units that. can be loaned on a per project basis. Projects could vary in length from a week to several weeks or monfhs and more schools would be able to access the equipment on Yhat basis. The changes recommended bythe committee have been discussed with SPNN and they are agreeable to them. Copies of the CEPEA program guidelines and submitted proposals are available for City Council review upon request.
