The meeting was called to order at 11:05 a.m.
STAFF PRESENT: Kristine Schweinler, LIEP (License, Inspections, Environmental
Protection)
Gerry Strathman stated this meeting is being held to heaz objections to a license application for
Hello USA at 778 Smith Avenue South.
Kristine Schweinler reported Hello USA, Inc., doing business as Helio USA, 778 Smith Avenue
South, applied for gas station, gzocery, and cigarette/tobacco licenses. It has been approved by
zoning, environxnental health, fire, and licensing.
(No one appeared in objection to this license application.)
Gerry Strathxnan stated this hearing is being held in response to two letters received. Rene
Aultman, 779 Cherokee Avenue, wrote the following concerns: the properry exterior has been
neglected, bars on the windows give the impression of an unsafe neighborhood, the inside is not
clean and smells of smoke, there aze adult magazines displayed, no one under 18 years of age is
allowed, and her family will not shop there. The second letter was signed by five people: Chris
Soutter, 780 Ottawa Avenue; Chris Riley, 752 Ottawa Avenue; Dan Bryant, 789 Cherokee
Avenue; Carl Gerriam, 782 Ottawa Avenue; and Katy Jenkins, 816 Manomin Avenue. They
wrote that the security alarms have been left ringing, the exteriar is unattracrive, bars on the
window make it look like a trashy neighborhood, the interior has always been dirry, raunchy
magazines are sold, and there is a sign on the doar that no one under 18 is ailowed.
Qasim Almayahy, cousin of owner, appeazed on the owner's behalf.
Mr. Strathman stated the owner received copies of the letters and asked what they had to say in
response.
Mr. Almayahy stated that his cousin purchased the store two months ago. The City has a letter
from them in which they wrote the magazines have been removed. Tobacco is behind the
counter. The store is clean inside. There are no bars in the window. The writers o£ the letters
may not have been in the store for a long time. Children come to the store now.
Mr. Strathman asked has Ms. Schweinler been out to this location recently. Ms. Schweinler
responded she was there about a week ago. It has been cleaned up somewhat. It is more of a
grocery store now. The City did a cigazette compliance check, which the store failed, but it is
still under the old owner's operation. The outside of the store looked clean. Jeff Hawkins

(LIEP) was there yesterday and informed her the front of the store was relarively clean, but there
was a couch in the back of the store. It was probably illegally dumped there. The magazines are
gone. The bazs on the windows are gone also.
Mr. Stratlimau asked is the exterior painted. Ms. Schweinler responded it is white. It did not
appeaz to be painted. The alarm was an issue last yeaz when the store was first opened in the
morning. Mr. Almayahy responded they have a new alarm system.
Mr. Strathman stated the major concerns have been addressed: the aduit material, bazs on the
windows, etc. He asked are there any conditions on this license. Ms. Schweinler responded
there are none.
Mr. Strathman recommends approval of this license. No one appeazed to tesfify in opposifion to
this license, which suggests the concerns have been somewhat addressed.
The meeting was adjourned at 11:13 am
