Dear Sir:
This is written in response to the application of Grace
Lutheran Church for a permit to install a 224-car parking
lot to be used in conjunction with church activities on
property located on the south side of Old Hudson Road between
Kennard Street and White Bear Avenue, and noted in detail by
the legal description on file.
This matter was heard at the September 3, 1970, Board of
Zoning meeting. The staff reported that revised plans have
been requested which will meet design standards and meet the
recommendations of the staff and of the Traffic Engineer.
The staff noted that the State Highway Department had reviewed
the plan. The staff further suggested that revised plans
indicate landscaping.
Mr. Edward Shaffer appeared on behalf of the application
and noted that the revisions requested are nominal. He said
that landscaping wi11 be included in the revised plans and that
$500 is planned to be spent on landscaping.
The Board discussed with Mr. Shaffer the need for a Highway
Department grading permit for this project and the applicant was
instructed to work with the staff on a landscaping p1an.
Subsequently, the Board heard a motion to recommend approval
subject to the submission of revised plans and staff recommendations
regarding landscaping. The motion was seconded and carried by a
5-0 vote.
Revised plans were received March 10, 1971, which incorporated
the suggestions of the zoning staff and Traffic Engineer.
