RESOLVED, That the Counc il of the City of Saint Paul
hereby approves :
"A bill for an act enabling the council of the
city of Saint Paul , the board of commissioners
of Ramsey county, and the board of regents of
the University of Minnesota to enter into,
conduct and conclude negotiation for the
transfer of Saint Paul-Ramsey Hospital and
Ramsey County Tuberculosis Sanitarium to
the board of regents and authorizing the
council and board of commissioners to divest
the city and county of , and the board of regents 1
to assume , the operation, administration� man- �
agement and ownership of the hospital and
sanitarium. "
and recommends the same to the Ramsey County Senate and House
delegations .

of the hospital and sanitarium. ,
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1 . Notwithstanding any provision of the
charter of the city of Saint Paul or law of this state
to the co ntrary, the council of the city of Saint Paul and
the board of commissioners of Ramsey county are hereby
authorized to enter into , conduct and conclude negotiations
with the board of regents of the University of Minnesota
for the transfer of the operation, administration,
� management and ownership of the Saint Paul-Ramsey Hospital
and Ramsey County Tuberculosis Sanitarium to the board of
regents .
Sec. 2. The council , board of commissioners and board
of regents are authorized to hire appraisers and�or such
persons and employ such facilities as are reasonably
needed by them to assist in the conduct of the negotiations ,
and the expenses and salaries of those persons and facilities
shall be payable from the gener. al funds of each.
Sec. 3. Any agreement providing for the transfer of the
operation, administration, management and ownership of the
said hospital and sanitarium to the board of regents shall
provide , among other things :

(1) That the board of regents shall be obligated to
' pay to the city and county amounts sufficient to pay, when
due , all remaining principal of and interest on bonds
issued by the city and county pursuant to Laws 1957 ,
Chapter 938 .
(2) That the reasonable value of Saint Paul-Ramsey
Hospital and Ramsey Courity Tuberculosis Sanitarium,
.
�including land, physical plants , furniture and all
e�c}�i��xie�t o� ��atever kind, as de�ermined by the cvuncil ,
board of commissioners and board of regents, shall be
stated. From such amount shall be subtracted the outstanding
bonded indebtedness of the city and county, as referred to
in the preceding paragraph. The resultant amount shall be
stated and will be payable by the board of regents as credits
to the city and county until expired, at a ratio of 2'72
percent to 722 percent to the city and county respectively,
. as the city and count incur such expenses with regard to
the hospital and sanitarium under obligations imposed on
the city and county by law .
Sec. 4. The proper officials of the city , county, and
University of Minnesota shall execute all ,necessary instruments
of conveyance as are needed to effectu ate the transfer herein
referred to .
Sec . 5. The transfer herein referred to shall be
completed not later than January 1 , 1973.
Sec. 6. Upon completion of the transfer herein referred
to , the Saint Paul-Ramsey Hospital and ftamsey County
Tuberculosis Sanitarium Commission, as ereated by Laws sg69,
Chapl;er 1104, shall be abolished.
� Sec . 7. This act shall become effective upon its approval
by a majority of �l;he governing body oi' the city of Saint Paul .

and a majority of the governing body of the county of
Ramsey, and upon compliance with the provisions of Minnesota
Statutes , Section 645.021.
