RESOLUTION
RESEARCH CENTER
1 WHEREAS, on Halloween, October 31, 2002 Gerry Strathman is retiring from the City of Saint Paul after 14 years
2 of service; and
WHEREAS, Gerry Strathman has served the City of Saint Paul since 1988 as the Director of the Saint Paul City
Councii Tnvestigation and Research Center, the City Council Secretary, and as the City's first Legislative
Hearing Officer; and
WHEREAS, during his tenure Gerry has been instrumental in numerous innovations which have benefitted and
enriched the Saint Paul City Council and the Saint Paul citizenry, including the automation of City Council
Offices, assisting Council in its transition to a part-time legislative body, and improvements in the operation of
Council meetings and public hearings; and
10 WF3EREAS, Gerry is also responsible for the creation and development of a professional, non-partisan research
11 organization and the development of the Council's Performance Audit Program; and
12 WHEREAS, he has demonstrated an enormous amount of tenacity and courage in conducting as many as nine,
13 seemingly never-ending, cable television franchise negotiations and in the process gaining numerous
14 concessions tl�at have benefitted cable customers and citizens throughout the City of Saint Paul; and
15 WHEREAS, Gerry, prior to his arrival at the Saint Paul City Council, had excellent preparation for leading
16 Council Research having been a code breaker for the U.S. Army, a Ph.D.student at the University of Kentucky,
17 a researcher far the Minnesota Governor's Commission on Crime Prevention and as the Director of Reseazch
18 and Information Services at the Minnesota Department of Corrections; and
19 WHEREAS, the Saint Paul City Council has previously recognized Gerry by passing a Resolution declaring
20 December 12, 2001, Gerry Strathman Day, in honor of placing first in his age group in the 2001 Death V alley
21 Marathon; and
22 WHEREAS, Gerry's management skills and acumen have been greatly influenced by his wife, Linda Giesen,
23 with whom he just celebrated their 12"' anniversary on Saturday, October 18, 2002; and
24 WHEREAS, Gerry's zest for life is inspirational to everyone who has had the pleasure to laiow him and has
25 been demonstrated by his excellent grooming habits and taste in clothes, his interest in motorcycles, marathon
26 rnnning, and Native American flute playing; and
RETII2EMENT AS THE DII2ECTOR OF THE SAINT PAUL CTI'Y COUNCIL INVESTIGATION AND
27 WHEREAS, Gerry will continue to cultivate these interests and develop new ones, such as competing in
28 triathlons and coaching high school students on the joys of running, in his new home in Magdalena, New ��' q�q
29 Mexico; now therefore be it
30 RESOLVED, that the Saint Paul City Council honors, celebrates, and thanks Gerry Strathxnan for his 14 years
31 of service, wisdom, and leadership to the City of Saint Paul as the City Council Secretary and the Director of the
32 Saint Paul City Council Investigation and Research Center.
