WHEREAS, Prior to Janua.ry 1, 1971, the City of Saint Paul was
one of two member cities comprising the Minneapolis-St. Paul
Sanitary District, and the City of Saint Paul, in 1970, paid the
total sum of $2,606,664.00 for the operations and bonded indebted-
ness for the said Minneapolis-St. Paul Sanitary District; and
WHEREAS, Pursua.nt to Minnesota Statutes, Section 473 C, the
Metropolitan Sewer Service Board was created and took over the
property and operations of the Minneapolis-St. Paul Sanitary Dis-
trict; and
WHEREAS, The City of Saint Paul's share of the Metropolitan
Sewer Service Board for the year 1971 for operation, construction
and maintena.nce of the Sewer Service Board comprises the total sum
of $5,935,933. 18, constituting a large increase in cost to the
City of Saint Paul over tha.t previously incurred under the auspices
of the Minneapolis-St. Paul Sanitary District; and
WHEREAS� The Commissioner of Public Works recommends that the
City of Saint Paul ma.ke application to the Metropolitan Sewer Service
Board pursuant to Minnesota Statutes, Section 473.08 (Subdivision 8),
because the increased costs incurred now by the City of Saint Paul
p is unreasona.ble and i�equitable; now, therefore, be it

RESOLVED� Tha.t the Council of the City of Saint Paul does here-
� � by concur in the recommendations of the Commissioner of Public
� Works, and the Commissioner of Public Works is hereby authorized
and directed to make application to the Metropolitan Sewer Service
� � Board to adopt such other means and methods of allocating costs
� , of the operation, maintenance and expansion of the Metropolitan
° Sewer System tha.t will be fair, reasonable and equitable, pursu-
� ant to the authority and direction established by Minnesota Statutes,
Section 473C.08, Subdivision 8.
