A. HISTORY: This property was rezoned to "C-1" Residence in 1969 and 1970. An
application for a permit to install a 169-car parking £acility was approved for
ttiis site on 7/7/70. Financing for the project with basement parking was impossible.
B. AREA 70NT_NG: North and east are zoned "A" Residence; south is zoned "C" Residence;
and west is zoned "C-1" and "A" Residence.
C. DFSIGN STANDARDS: The 144-car parking facility meets the requirement of Sec. 60.23,
lz cars 'r:o 1 unit. The plan meets the established design standards and indicates
landscaPing in open area and buffer areas. It does not indicate plantings by type.
n, rRON'['AGIs AND AREA: The propr�rty hAS a fronta�;e of 475.34 feet along Luella Street
with a depth of 297.3 feet and an area o£ 141,305 square feet. The total building
area is 34,586 square feet or 24.51% ground coverage.
E. TRAFFIC ENGINEER: The Traffic Engineer reviewed the plan and recotmnends approval.
F. SITE CONI�ITIONS: This property is located along the west side of Luella Street
between � onway Street and Wilson Avenue. The elevation of Conway Street at Luella
Street is approximately 50 feet above Wilson Avenue. The site is lower than the
grade of Wilson Avenue and slopes do�,m to the north.
G. AREA CONDITIONS : The area south of Wilson Av��nue is developed with multi-family
and si_ngle-family uses. A multi-family building is located on the northeast
corner of North Hazel Street and Wilson Avenu�.

Dear Mr. Olson :
The City Council previously �ranted a parkin�
lot ?�ermit for the apartment buildin�;s located on Lots
2 , 3 , � and 5 , Block 2 , Hudson Road Gardens , on the
northside of Wilson between Luella and Hazel. The
permittee thereafter asked for a change in the parking
lot permit , and our office , upon request of the City
Council , stated that the ordinance required the filin�
a an amendment to the original application, and that a
public hearing be held for the amended application , in the
same manner as the original application.
�uestion has arisen concerning the payment of
a second filing fee by the permittee , and this is a matter
which the City Council �ma ��� because the hearing
is based upon the origina�� application . If the Cnuncil
does not waive the filing fees , the permittee should be
notified that a second fee is required.

This matter was heard at the February 4, 1971, Board of
Zoning meeting, at which time the staff pointed out that approval
had been issued for a parking lot at this location that provided
for internal parking, but that the applicant reported that he could
not get financing for that plan. The staff reported that the
present plan meets design standards.
The Board heard a motion to recommend approval. The motion
was seconded and carried by a 5-0 vote.
