BUREAU OF PUBLIC BUILDINGS ROBERT L. AMES, City Archi+ec+ 445 City Hall, 55102 223-4212
January 6, 1971
Honorable Charles McCarty, Mayor
and Members of the City Council
Re: File No. 2104--806 and 808 E. Third. Street
Gentlemen:
The Building Department is hereby submitting its report on the
condition of the structure at the above location.
The owner of record is OrdwinHorrisberger and the legal description
of the property is Lot 2, Aud. Sub. #14.
The building is classified as an office building of frame construction,
one story in height and contains a full basement and is approximately 42 ft.
wide and 40 ft. in depth. The building is vacant and has been damaged. by fire.
The exterior section has an 8" x 8" timber sill on top of the foundation which
has rotted completely through. The window casings are rotted and. the fire
has gutted a rear porch and left it about to collapse. The exterior siding is
rotted.
The first floor, which contains four rooms and a toilet area, has the
plaster falling from the walls. The windows are all smashed. While the fire
was confined to the rear attached porch, there is evidence that the studs, rafters
and wall sheeting and. roof sheeting are badly charred to the point they are
structurally unsound.
A current inspection indicates that the building is not properly secured
and our contacts with the owners have gone unanswered. The inspector has
indicated that the build, ing could possibly be rehabilitated, but since we are receiving
no response from the owner and have no knowledge of any program to rehabilitate,
we have concluded that the property i's in a state of abandonment and contributes
to a blighting influence to the community and should be razed.

Hon. Charles P. McCarty, Mayor
and. Members of the City Council
Re: File No. 2104--806 and 808 E. Third Street
Gentlemen:
On January 6, 1971, the public hearing was laid
over on the subject matter to this date.
On that date the owner's son, Mr. Robert Horrisberger,
was informed. by Building Inspector Dan Person that the rear porches
should. be removed immediately to red.uce hazard, f collapse. He assured
Mr. Person verbally by telephone that he would make every effort to
have the dangerous cond.itions corrected.
An inspection on February 8, 1971, however, reveals
that no repairs have been made.
Ve uly yours
