WI�REAS� Title VII of the Hou�ing Act of 1961� as amended� provides
for the making of grants bp the Secretary of Housing and Urban Development
to states and local public bodies to assist them in the acqui�ition of
permanent interests in land for open-apace uses where such assistance is
needed for carrying out a unified or officially coordinated program for the
proviaion and development of open-space land as part of the coe►prehensively
planned development of the urban area; and
WI�REAS� The City of Saint Pau1 (herein som�times referred to as
"Applicantn desire� to acquire fee simple title to certain land lmoNn as
the Frost Lake Recreation Site (3rd Stage Acquisition)� �rhich land is to be
held and used for permanent open-,space land for park and recreation purposes;
and
i+if�REAS� Title VI of the Civil Rights Act of 1964� and the regulations
of the Department of Housing and Urban Development effectuating that title�
;O provide that no person sha,ll be discriminated against because of race� color�
� or national origin in the use of the land acquired; and

n D WHEREA3� It is recognized that the contract for Federal grant will
° � impose ee�i;�robligations and reaponsibilitiea_upon the Applicant and
� rrill require among other things: (1) assurances that families and indivi-
� duals displaced as a result of the open-space land project are offered decent�
� 0 safe and sanitarp housing� (2) compliance �rith Federal labor standards� and
o (3) compliance with Federal require�aents relating to equal employment
opportunitp; and

WHEREA5� It is estimated that the total amount of relocation payments
to be made to eligible �ite occupants displaced from property to be acquired
will be �517.50; now� therefore be it

RESOLVED� By the Council of the City of Saint Pau1s
l. That an application be made to the Department of Housing attd
IIrban Development for a grant in an amount authorized by Title VII of
the Housing Act of 1961� as amended� �,rhich amount ia pre�sentlp estimated
to be �21�525.00� and tha.t the applicant will pay the balance of the
cost from other funds available to it.
2. That the Commissioner of Parks and Recreation and Public Buildings
is hereby authorized and directed to execczte and to file such application
with the Department of Housing and Urban Development to provide additional
infor�oation and to furnish such documents as map be required bp said Dspart-
ment and to act as the authorized correspondent of the Applicant� and that
the proper city officials are authorized to execute such cantracts as are
required by th� l�partment of Housing and Urban Development.
3• That the proposed acg,uisition and development is in accordance
with plans for the allocation of land for open-spa.ce uses and that should
said grant be made the Applicant wi11 acquire� develop� and retain said
land for the uses designated in said application and approved by the Depart-
ment of Housing and Urban Development.
4. That the United Statess of America and the Secretary of Housing and
Urtaan Develop�ent be and they hereby are assured of full complianae bp the
Applicant with regulations of the Department of Housing and Urban Develop-
ment effectuating Title VI of the Civil Rights Act of 19�.
5. Tha.t there exists in the locality an adequate amount of decent�
safe� and sanitary housing which is available to person� displaced as a
result of the open-space land project at pricea Which are within their
financial mean,� and xhich are not generally less desirable in regard to
public utilities and public and co�ercial facilities than the dwellings of
the displaced individuals and families� and it is the �ense of this bodp
that such displacees� if anq� will be relocated in accordance with appli�able
