WHEREAS, The Federal Aid Highway Act of 1968 has a'propriated fun�s
for the purpose of financing the ''Traffic Operations Progra�a to (ncrease
� Capacity and Safety" known as 'kTOP[CS"; and
' � WHEREAS, The general objectives of said "TOPICS�� are to ir�rove the
� traffic flow and increase safety on Federal Aid urba� area streets by
�� physical i�aprovements through the application of traffic engineering prin-
� o ciples; and

a a WHEREAS, The City, by previous agreement, has initiated the"TOPtCS�'
Q o program and is diligently working on the Plan and Report for Study Area l ;

,� � WHEREAS, The studies undertaken to date indicate that the intersec-
tion of Shepard Rd. and Chestnut St. (P-o373) is the City�s highest pri-
ority iocation to ir+aprove traffic fiow and safety; now, therefore, be it
RESOLVED, That the Council of the City of St. Paul her�by designales
this a high priority project and requests the Minnesota Highway Departmcnt -
to give this 'tadvance project" status.
