WHEREAS, The Housing and Redevelopment Authority of the City of
St. Paul has determined that a frontage road is required in order to reasonably
develop the property along the south side of I .S. 35E between Sherman Street
and Ninth Street, and between I .S. 35E and West Seventh Street; and
WHEREAS, The Housing and Redevelopment Authority of the City of
y St. Paut as a part of its redevelopnent plans approved by the City Councit
3 on February 12, 1971 , by resolution C.F. 252430, determined that it is in
� the interest of the public welfare and proper development of the community
� � o to make land available for dispasitton and use to the hospitals in accordance
� with the safd redevelo�nent plan; and

a, °' WHEREAS, Associated Capital Hospitals, inc., an organization repre-
d c°� senCing four major hospitals in the area, has indicated that there exists a
N st�ong need for an east-west frontage road between I .S. 35E and Seventh Street
¢ connecting variaus parcels of the area from Sherman Street to Ntnth Street; and
WNEREAS, The Oepartment of Public Works, after review and study with
the Housing and Redevelo�nent Authority, Associated Capital Hospttals, Inc. ,
and the St. Paul Area Chamber of Commerce Planning and Dev�to�nent Committee
concurs in the need for such frontage road for any development of the area;
NOW, THEREFORE, B� IT RESO�VED, That th� Council of the City of
GSt. Paul does hereby request the Commissioner of Highways for the State of
Minnesota ta provide all necessary additional construction, including change
in grades, extending bridges, and ali other things required to facilitate the
construction of such frontage road;

BE iT FURTHER RESOLVED, That the City of St. Paul agrees to construct
such frontage road at the time of construction of I .S. 35E or within five years
of the completion of I .S, 35E in the area, and the City of St. Paut agrees to
acquire any additional right-of-way required for such additional work on I .S. 35E
or for the construction of the frontage road itsetf and will assume the cost of
construction of such frontage road and will assume the maintenance and operation
of such frontage road as a city street after it is constructed.

Dear Commissioner Carlson:
As you know, the Chamber's Planning & Development Committee, primarily through
the work of two of its subcommittees, has been attempting to assist the Highway
Department and the City to expedite the construction of 35E through the central
business district. You also undoubtedly are aware of the problems of routing
35E through the hospital complex. In recent months, Associated Capital Hospitals
has made great strides toward establishing its plans for a ma,jor medical complex,
using the existing hospitals.
When their plans became more firm, ACH requested a frontage road on the south
side of 35E, which would give better circulation between Miller and St. Joseph�s
Hospitals. The Chamber, the Highway Department and the City Engineer have been
working since that time with ACH to redesign the system in order to accommodate
a frontage road. In working with the City and the Highway Department, it has
become apparent that a frontage road is necessary regardless of whether or not
a major medical center is developed. Proper access to the neighborhood along
the freeway between West Seventh Street and the freeway and between Smith and
Kellogg requires that a frontage road be built.
We, therefore, support the City Engineer�s office in its request for a City Council
resolution authorizing the City to construct such a frontage road with the
cooperation of the Housing Authority in providing necessary right-of-way. We ask
that such a resolution be presented to the City Council for their approval as soon
as possible.
It is our understanding from the meetings in which the Chamber has participated,
that the Highway Department will make application to the Bureau of Public Roads
for 90-10 funding for the necessary bridge construction.

Dear Mr. Schnarr:
This request results trom our previous discussions whfch outlined the need for an access
road along the south side of Interstate 3SE between Kellogg Boulevard and the proposed
overpass for Fifth and Sixth Streets.
Construction of this new street will link together the entire area bounded by I-35E,
West Seventh Street, Ramsey Street and St. Peter Street. This district comprises more
than fifty acres, contains major traffic generators, and is bisected by the proposed
bridges at Kellogg Boulevard and relocated Fifth-Sixth Streets. No continuous internal
street system was provided. This situation would force vehicles onto West Seventh
Street instead of allowing them to remain in the area as local traffic.
Also, the existing design for Kellogg Boulevard and relocated Fifth-Sixth Streets
indicates roadways elevated over 35E. This arrangement makes difficult all vehicular
access to the land which will be bounded on the north by the freeway, on the east by
Fifth and Sixth Streets, on the west by Kellogg Boulevard, and relocated West Seventh
Street to the south.
The newly formed block, containing an area with more than five acres of prime downtown
land and located at three ma�or access routes, would be entered and served from West
Seventh Street only. West Seventh Street, of course, will carry heavy volumes of
traffic in both directions. As you know, access from all other surrounding streets
would be impossible because of elevation differences. Therefore, turning movements by
vehicles along Seventh Street into and out of the area could occur only within the
limited distance between Kellogg Boulevard and Fifth-Sixth Streets.
I ask therefore that you initiate actions required to provide for the access road
requested, thereby allowing future redevelopment to attain its highest and best poten-
tial use. It would be ironic, subsequent to oar joint efforts and after the expenditure
of local and federal funds required for the revitalization of the Seven Corners area,
to have these efforts thwarted by another federal program.
