WHEREAS! The Department of Purcha.ses received, tabul.ated,
and approved an award of contract to MACQUEEN Equipment Co.
pursuant to Purchase Order A47154 for disposable street and gutter
brooms for the Department of Public Works of the City of Saint
Paul under and pursuant to bid opened by the Hennepin County
Purcha.sing Department under Contract No. 1908; and
WHEREAS, Upon shipment and inspection, it was discovered tha.t
the delivery substantially deviated from the specifications dis-
tributed by the Department of Purcha.ses and the Department of
Public Works; and
WHEREAS, The necessary -delays caused by rebidding the contract
will work an injury to the City of Saint Paul and the Department of
Public Works by delaying necessary street and gutter sweeping by
said Department; now, therefore, be it
RESOLVEDt Tha.t the Purcha.sing Agent is hereby authorized
and directed, on an emergency basis under Section 291 of the
Charter of the City of' Saint Paul, to purcha.se acceptable qua.lity
street and gutter brooms without advertisement�'a1�.d competitive bids.
