PAUL couNCi� � ' OFFICE OF THE CITY CLERK F��E NO. � C NCI RESO TION—GENERAL FORM PRESENTED BY COMMISSIONE � DATF � ' RELATING TO NORTHERN STATES POWER COMPANY EI,EC�.'RIC RATE INCREASE WHEREAS, Northern States Power Company is the supplier of electric service in this community, and WHEREAS, the rates and charges of Northern States Power Company for electric service are not subject to effective regulation on a state or regional level, and WHEREAS, Northern States Power Company has announced a general rate increase � for electric service of approximately eight percent (8°l0) , and � WHEREAS, this Council believes that the basis for such increase should be sub- jected to a detailed analysis by persons skilled in utility rate-making, to provide assurance to the City and to other consumers of electricity that the rates and charges of Northern States Power Company are justified, and WHEREAS, this Council believes that Northern States Power Company should be willing to submit to such an examination of its rates and charges, and WHEREAS, the costs of utility rate ana.lysis incurred in behalf of the public are customarily borne by the utility being regulated; NOW, TI�REFORE, BE IT RESOLVED by the City Council of the City of Saint Paul� Minnesota, as follows: f� her 1. Z'here do not appear to be any legal problems presented by the resolution, nor is the form improper. How�ver, ther� �ay be some inconsistency in the first "Resolved" clause whereby tlze Council is objecting to any increase in electric rates until after a detailed professional aaalysis of such rate increase, since the majority of the Council has proposed and pa�sed and approved an o=dina�nce which allows a continued interim r�te increas�, subject to a rate hearing, befose the ra�tes are �stablished. Gentlemen: A great deal of interest has been expressed by several municipaiities in aur request to Northern States Power Company to agree to an analysFs of their new 8$ rate increase by experts in this fie)d . Therefore, a Breakfast meeting is being set up for Wednesday morning, June 9th, at 7: 30 a.m. at the Shipside Restaurant in the new Radisson South Hotel �t the intersection of Itighways #494 and 100 in Blaomington. A11 interested cammunities are invited to send a representative(s) to this meeting. The purpose of this meeting wilT be to discuss how we might best proceed with this rate analysis . Northern States I'awer Company is being invited to send a representative. Hnpefully, a steering committee of seven or so can be designated to carry out this project and report back to a generai meeting with whatever recommendations might come out of this study . 7h� breakfast wiil be a dutch treat at a cost of $3• 50 (ir�ctudes gratuity} .
