Up�er Levee was fust settled by a group of twenty Itaiian unmigants in 1874 who built one-room cabins on the pocket of land, east of Smith Avenue, between the Mississippi River and the bluff and next to a neighboring settlement of Poles and Czeclvs; and 3 WHEREAS, that community �ew steadily as families arrived in the eazly part of the 20�' century, many of them from Italy's Abruzzo 4 province; and 5 WFIEREAS, sh�ong community bonds supported new families who found work on the railroad or as carpenters, bricklayers or stone 6 masons, who added on to their homes, planted gardens and belonged to The Holy Redeemer Catholic Church; and 7 WHEREAS, the aromas of oregano, fennel and pepperoni invited the wider communiry into the grocery stores and restaurants opened 8 by the Levee families, a hospitality we continue to enjoy today; and 9 WI the stories from the Levee include those from the day the High Bridge blew down in 1905, the bonfues to mazk the Feasts 10 of St. 7oseph and St. Anthony of Padua, the annual Carnival celebrations, and teenagers swimming across the Mississippi River to 11 dances on Harriet Island; and 12 WHEREAS, the Levee was cleared by the Saint Paul Port Authority after a series of floods in ffie early 1950s caused many families to 13 leave the area for higher ground; and 14 WHEREAS, a unique Chazlie Brown statue was designed in 2001 as a tribute to the Upper Levee community; 15 NOW, Tf�REFORE, BE IT RESOLVED that the City Council ofthe City of Saint Paul joins the enrire community in celebrating 16 with the families of the Levee the dedication of the statue and proclaims Sunday, October 13, 2002 to be 1� 18 in the City of Saint Paul.
