WHEREAS, amsey County and the City of Saint Paul, as in the
case of ma.ny other urban centers, face problems in the area of
crime control and prevention; and
WHEREAS, There is a need for a coordina.ted effort on the part
of all City and County agencies involved in the Criminal Justice
System; and
WHEREAS� The President's Crime Commission in 1967 recommended
tha.t every urban area ha.ve a single planning agency for the co-
ordina.tion of crime control and prevention activities; and
WHEREAS� The Federal Omnibus Crime Control and Safe Street
Act requires tha.t local Crimina.l Justice Agencies develop co-
ordina.ted plans and programs; and
WHEREAS, The Justice D�epartment ha.s made funds available for
the formation of a local Crimina.l Justice Advisory Committee and
Coordinating Council; and
WHEREAS, The Board of County Commissioners desires to create
a Criminal Justice Advisory Commission with the government of the
City of Saint Paul; and

� `� � WHEREAS� The Advisory Commission shall be composed of admi.n-
� � istrative and executive level officials representing Crimi.na.l
o � Justice Agencies of Saint Paul and Ramsey County, elected officials,
� =o and interested citizens; and

� � WHEREAS� The Advisory Commission will have the goal of co-
0 ordina.ting the plans and programs of the various Criminal Justice
� Agencies in the City of Saint Paul and Ramsey County, and will
= achieve this goal by implementing programs to create a more
- efficient Crimina.l Justice System, reviewing all grant applications
submitted by the various Agencies to the State Crime Commission
and to L.E.A...A. , creating a long-range planning process, and seek-
ing a better allocation of resources facilitating treatment of

WHEREAS, The Board of County Commissioners, at its meeting on
the 24th day of Ma.y, 1971, did establish and create the Saint
Paul-Ramsey County Criminal Justice Advisory Commission; now,
therefore, be it
RESOLVED, That the Council of the City of Saint Paul does
hereby concur in the actions taken by the Board of County Com-
missioners of Ramsey County and does hereby state tha.t the City
of Saint Paul sha.11 be a part of such a Criminal Justice Advisory
Commission; and be it
FURTHER RESOLVED, Tha.t all City Departments and Agencies are
hereby directed to cooperate with the Saint Paul-Ramsey County
County Criminal Justice Advisory Commission and shall submit all
proposed applications for programs involving Crimina.l Justice
activities to said Agency prior to being submitted to the City
Council for City Council approval.
