Re: Revision of Sewer Servlce Rates - last half of 1971 Dear Madam and Councilmen: It is the recommendation of the Department of Public Works that if the present sewer service rate structure is rescinded because of the inclusion of the $1 ,505,051 .00 Metropolitan Sewer Board current value credit into the sewer service fund, a new sewer service rate structure for 1971 be implemented which incorporates as its basis a uniform rate of $. 10/100 cu.ft. and be placed in effect on the first billing after June 30, 1971 . The proposed rate shall in essence, decrease the sewer service charges to all properties in the City, although not in the same proportion. The average � billing for sewer service to a homeowner in the City under the present rate structure is approximately $7.26 per quarter and under the recomnended new rate structure this average btlling would decrease to approximately $3.60 per quarter. As ls evident under the present graduated rate structure, the largest water consumers in the City are billed for sewer service at the rate of $0. 10/100 cu.ft. for the maJority of their water consumption, and thus the sewer service billing to these large water consumer will substantially remain the same. Therefore, the benefit of this proposed rate change wili be imparted essentially to the residentiai and low water users. The above recommended rate for the second half of 1971 , along with the present rate for the first half will raise approximately $6,000,000 revenue fo which $5,400,000 shall satisfy the City's overali sewer service costs. The additional revenue collected during this year, sltghtly in excess of $500,000 will be used to minimize the increase 1n 1972 sewe� service rates when revenue f rom the prope�ty tax levy is substantially reduced. � � ��.� �e ' tY � � r � _�_ . ♦ Effect on the 1972 and 1973 sewer service rates with the use of the aforementioned $500,000 and the reduction of the property tax is outlined in the following two paragraphs. Assuming in 1972 that the present Metro. Sewer Board Bill to the City does not increase noticeably, and that credit from the Met�o. Board will be $1 .5 million, and the property tax levy is decreased f�om $2.0 miliion to $1 .0 million, it shali be necessary to implement a uniform rate of $0. 13/100 cu, ft. as a basis for the 1972 sewer rate. � Assuming in 1973 that the present Metro Sewer Board Bill to the City does not increase �oticeabiy� and that credit from the Metro Board will be $.5 million ' and there is no property tax levy, it shali be necessary to implement a uniform rate of approximately $0.22/100 cu, ft. as a basis �`or the 1973 sewer service rate. It is the opinion of the Public Works Department that the recommended rate for the second half of 1971 eliminates problems that are associated with the present graduated rate structure, will simplify administration, provides that all units, business or residential , pay on an equal basis for the water they consume, and that suffictent revenue will be raised to pay the City's sewer costs.
