1 WHEREAS, 'I'he Ciry Council of the City of Saint Paul, pursuant to Chapter 62 of the Administrative Code
� and following the public hearing held on November 7, 2001, did adopt a Resolution establishing the level of
3 Street and Alley Maintenance Service to be performed in the City of Saint Paul, and the estimated amount of
¢ service chazges to be levied against benefited properry, the work to be performed in 2002, and the chazges to
5 be collected with the regulaz tases in 2003; and
6 WHEREAS, The Department of Public Works has performed the approved street and alley maintenance wofk
7 and submitted its report together with the total cost of sireet and alley maintenance in the amount of
g $18,888,470; and
� WfIEREAS, The City Council deternuned that the City shall pay the sum of $1Q132,470 of the street and
� d alley maintenance costs by using Municipal State Aid ($2,325,375), Trunk Highway Aid ($339,886), County
1 j Aid ($756,000), Miscellaneous Receipts ($695,526), General Fund ($4,043,832), Fund Balance
12 ($1,971,851); and the remaining amount of $8,756,000 shall be assessed against benefited properties, and
13 further resolved that a Public Hearing was held in the City Council chambers on October 2nd, 2002, for the
� q. purpose of adopting the service charges against a11 benefited properties; and
� 5 WHEREAS, The Council of the City of Saint Paul did hold a Public Hearing on October 2nd, 2002, for this
� 6 purpose, and, having heard all interested parties, does hereby adopt the following service charges in
�� accordance with Chapter 14 of the City Charter and said Chapter 62 of the Administrative Code, now,

1 WHEREAS, The City Council of the City of Saint Paul, pursuant to Chapter 62 of the Administrative Code
2 did hold a public hearing on November 7, 2001, in the City Council Chambers for the purpose of establishing
3 the level of street and alley maintenance to be performed in the City of Saint Paul and the amount of seroice
4 chazges to be levied against benefited property; and
5 WHEREAS, The Department of Public Works did perform the 2002 street and alley maintenance services in a
6 manner as set forth and approved by the City Council and described in the report of the Department of Public
7 Works; and

9 WHEREAS, Pursuant to Chapter 62 of the Administrative Code, the Department of Public Works has
1 p submitted to the Department of Finance and Management Services a report showing the total cost of street
maintenance to be $18,888,470, a copy of such report has heretofore been delivered to the Ciry Council; now,

NOTICE OF PUBLIC HEARING
Notice is hereby given that a Public Hearing will be held on the 2nd day of October 2002 at
5:30 pm in the Saint Paui City Council Chambers, City Hall and Court House, Saint Paul,
Minnesota. The purpose of the Public Hearing is to consider the level of service street maintenance
performed in the City of Saint Paul in 2Q02 and to ratify the cost of such service to be chazged
agauist benefited property in accordance with Chapter 62 of the Adnunistrative Code.
The-particulaz service has been performed and the estimated costs as proposed by the Department
of Public Works are as follows:
CLASS I-A - DOWNTOWN STREETS
Description:
Class I-A service has been performed on all downtown streets (face of curb to face of curb) within
the following boundaries: Kellogg Boulevazd on the south and west, Eleventh Sireet on the north,
and Broadway on the east (except streets ]isted in Class I-B, Downtown Streets (Brick)).
2002 Level of Seroices:
The docvntown streets have been swept three times per week and flushed five times per week. All
routine maintenance, including patching and repairing of street surfaces, has been performed on
an as-needed basis.
Assessment
All Class I-A service will be assessed at a rate of 3.53 per assessable foot.
CLASS I-B - DOWNTOWN S'rREETS (BRICK)
Descri�rion:
Class I-B serc�ice has been performed on all downtown brick streets (face of curb to face of curb):
St. Peter St., from Kellagg &lvd to Sixth St.; Wabasha, from Kellogg Blvd to Sixth St.; Fourth St.,
from St. Peter to Wabasha; Pi£#h St., from St. Peter to Wabasha; Sixth, from St. Peter to Wabasha.
2002 Level of Services:
The downtown slaeefs }eave been swep# Ehsee times per week and flushed five times per week. All
routine �aaintenax�ce, induding patching and repaiuing of the brick street surfaces, has been
perfornaed on an as-needed basis.
Assessment:
All Class I-B service will be assessed at a rate of 3.53 per assessable foot.

CLASS II - OUTLYING COMMERCIAL AND ARTERIAL STREETS
Descri�tion:
Class II service has been performed on all ouflying coxnmercial and arterial streets in the City.
These aze the major arteries in the City and have both heavy volumes of vehiculaz and pedestrian
fraffic and, in most cases, have business or commercial properlies fronting on them. Typical
examples would be as follows: University Avenue, Snelling Avenue, West Seventh Street, East
Seventh Street, Rice Street, Payne Avenue, Arcade Sireet, Summit Avenue, Grand Avenue, and
others. All of these Class II streets aze accurately defined on a map available for viewing in the
Department of Public Works, 900 City Hall Annex.
2002 Level of Service:
The Class II streets have been swept or cleaned approximately 13 rimes per season. All routine
maintenance, including patching and repairing of street surFaces, has been done on an as-needed
basis.
Assessment:
Under Class II service Yhere aze two assessment rates, one commercial and one residential. The
commercial property rate is 2.43 er assessable foot and the residential property rate is 1.10 per
assessable foot.
CLASS III - ALL IiESIDENTIAL STIiEETS
Descri�tionn
Class III service has been performed on all residential streets including oIled streets, paved streets
and intermediate type streets.
2002 L,evel of Service:
Residential streets, inrluding oited, paved and intermediate streets, have received a thorough
cleaning in the spnng which inclsfded sweeping and flushing. Patching and repair work has been
done on an as-needed basis, To further imgmve service and efficiency, a new chip sealing policy
became effective in 2000: Ail residential streets {oiled and paved) will be chip sealed on an 8
year cycle. One-eighth of these residential streets (a total of 64 miles) wiil be chip sealed each
year. In the fall leaves will be picked up from these streets.
Assessment:
Under Class III service there are two assessment rates. The commercial property rate is 1.76 er
assessable foot and the residential property rate is 1.10 per assessable foot.

CLASS IV - ALL OILED AND PAVED ALLEYS
Descri�on:
Class IV service has been performed on all oiled, paved and intermediate type alleys within the
City.
2002 Levelof Service:
All oiled, paved and intermediate alleys have been swept during the season. All routine
maintenance, including patching and repau of the alley surface, has been performed on an as-
needed basis. To further improve service and efficiency, a new chip sealing policy became
effective in 2000: All alleys (oiled and paved) will be chip sealed on an 8 yeaz cycle.
Onreighth of the total number of alleys (appmuimately 254 alleys) will be chip sealed each
yeaz.
Assessment�
Under Class IV service, there are tcvo assessment rates. The commercial property rate is 0.86 per
assessable foot and the residential property rate is 0.57 per assessable foot.
CLASS V AND VI - UNIMPROVED STREETS AND ALLEYS
Descriprion:
Class V and Qass VI service has been performed on tuumproved streets and alleys. By
uiumpioved, we mean those streets and alleys that have not been developed for one reason or
another. They are platted City rights-of-way; however, the abutting residents have never
peritioned for their improvement nor have there been any assessments levied. Because they are
City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance
work on them to reduce any hazards or potential hazards.
2002 Levet of Services:
The maintenance and repair of these streets and alleys has cansisted of patching, minor blading,
placing of crushed rock and other stabilized material in order to make them passable and reduce
hazazds.
Assessment:
Under Class V and C'lass VI service there are two assessment rates for each class. The commercial
property rate is .66 per assessable foot and the residential property rate is 0.44 per assessable
foot on unimproved streets. The commercial property rate is 0.34 er assessable foot and the
residential property rate is 0.23 per assessable foot on
unimproved alleys.

Residential properties on outlying commercial and arterial streets will be assessed at
the residenrial rate 1.10 per front foot), commercial properties on residential streets
