PAUL H�UNCIL NO. � OFFICE OF THE CITY CLERK �E9 CIL RESOLUTION—GENERAL FORM PRESENTED RY January 22, 1971 COMMISSIONE ATF RESOLVED, that the City of Saint Paul recommends that the Metropolitan Airports Commission, the State Department of Aeronautics, and the Federal Aviation Administration take the necessary joint action immediately to reinstate the longest possible runway (approximately 7000 feet) in the M.A.C.'s Master P1an for Saint Paul Downtown Airport (Holman Field). FURTHER RESOLVED, that these same agencies implement the construction of this longer runway immediately and further develop Saint Paul Downtown Airport (Holman Fie1d) into its originally conceived role as the dominant business aircraft airport for the Twin Cities airport system. FURTHER RESOLVED� that the City of Saint Paul take immediate steps to protect the airspace required for this runway. What we are asking today is that the City Councfl support our efforts to improve � the facility by means of a longer runway so that the airport can again become "the domfnant airport to serve the business flying needs in the Twin Cities." As a result of the Leigh Fisher Report of 1956, the requested runway was included fn plans for the Downtown Airport, After the 1965 flood, however, a choiee had to be made as to whether Federal assistance would be asked for the co�struction of a new run- way, or the rehabilitation of existing runways, Since it was imperat�ve that the airport become fully operational as soon as possible, the choice was made in that direction. We emphasize, however, that the new runway, which had been approved by both M�A.C� and the State Department of Aeronautics, remained in the plan, The new runway is required to accommodate the larger business aircraft now being used; more and more they are forced to Twin Cities International Airport which adds to the traffic problem: there, and deprives Saint Paul of this business. This can be accomplished at no d�trect cost to the taxpayers of Saint Paul, since 3/6 of the funding will be from the Federal Aviation Authority, 2/6 from the State of Minnesota, and 1/6 from the M.A,C, Development of this facility would preserve it as one of the finest downtown airports in the country.
