Dear Sir:
This is written in response to the application of the Minnesota
State Bank (Port Authority) for a permit to install a 99-car parking
lot to be used in conjunction with a proposed bank and office building
and drive-in banking facility on property located on the northeast
corner of Plato Boulevard and South Robert Street, and noted in detail
by the legal description on file.
This matter was heard by the Board of Zoning at their December 3,
1970, meeting. The staff reported that the parking lot meets design
standards, but that both the Traffic Engineer and the Traffic and
Accident Section of the Police Department agreed that appropriate signs
should be located at the entrances and exits. The staff noted what
signs would be necessary and suggested that their inclusion be recommended
as a condition of approval.
A representative of the application appeared and concurred with the
staff concerning the signs.
The Board noted landscaping features and questioned the optional
parking lot which appeared on the plan. The staff acknowledged awareness
of this option throughout its study and stated that the layout would work
with or without the option. The Board heard a motion for approval,
subject to staff recommendations concerning signs. The motion was
seconded and carried by a 4-0 vote.

A. HISTORY: There is no Zoning Board history for this property.
B. AREA ZONING: The Riverview Industrial Perk is zoned Light Industrial.
C. DESIGN STANDARDS: The plan meets design standards for off-street parking and
drive-in banking facilities.
D. FRONTAGE AND AREA: The site 1A an irregular-shaped tract with a frontage of 500
feet along South Kobert Street and 217.08 feet of frontage along Plato Boulevard,
