Marshall City Clerk Room 386 City Hall Dear Sir: This is written in response to the application of Community Plaza for a permit to install a 61-car parking lot to be used in conjunction with a housing project on property located on the entire north side of Central Avenue between Grotto and St. Albans, and the southeast corner of Central and St. Albans, and the northeast corner of St. Anthony and St. Albans, and noted in detail by the legal description on file. This application was considered by the Board of Zoning on November 19, 1970. At that time the staff reported that the plans can meet design standards with a minimum of revisions which had been requested, and that the plans had been reviewed and approved by the Model Neighborhood Planning Council and the Traffic Engineer. The staff suggested some possible conditions involving improved curbing, gutters, sidewalks, and alley paving as well as new curbing to close existing curb cuts to be provided by the applicant. Mr. Jim Hart, representing the application, explained the proposal in general and noted that alley improvements there are programmed for the coming construction season. SITE CONDITIONS: The northwesterly segment of the si_te had been developed completely with row houses. The land is slightly higher than the north half of that block. The site has been cleared of structures. The southeasterly segment of the site had been developed with duplexes, now razed. The land is flat. H. AREA CONDITIONS: The blocks surrounding the northwesterly segment of the site consist mostly of single-family dwellings with scattered duplex and multi-family structures and very little renewal clearance. The blocks surrounding the south- easterly segment consist of one and two-family dwellings. There has been extensive renewal clearance east of Dale Street.
