Sale Liquor License at the premises known as Franky &
Johnny' s Bar, io66 East Seventh Street; and
WHEREAS, the Council finds good and sufficient
cause to suspend said license for thirty (30) days ,
now, therefore , be it
RESOLVED� That the On-Sale Liquor License above
referred to , expiring January 31, 1g'71, is hereby sus-
pended commencing at 1 ;00 a.m. on January 24, 1971,
through January 31, 1g'71, and no renewal shall be
granted before February 23� 1971.

Sub�ect: Frankie & Johnnies' bar, 1066 E. �th St.
In July of 1970, information came into the Vice office from several sources that
tnere was much drug traffic in and around tY:e above mentioned on-sale lic�uor
establishment. The information concerned several individuale by name who� informants
alleged� were dealers in drugs, narcotics and stolen merchandise in this bar.
Subsequently, an investigation was initia�ed by members of the Vice unit, namely,
Sgts. Stockton and Navara, who are assigned to the narcotics detail of this unit.
On August 13, 1970� Sgts. Stockton and Navaxa entered this establishment at 10:00
PM , and shortly thereafter purchased approximately one ounce of marihuana from
a party named Mike McNaughton for $10.00. Subsequent investigation revealed that
McRTaughton is employed as a bartender in this bar� although he Was not working at
the time of this sale. During this visit to this bar, the Sgts. observed McNaughton
and several other males engaged in a dice game at the bar� large amounts of paper
currency and silver were in front of these men, and they were, apparently� betting
on the results of their play with the dice. The game continued for the duration of
the visit� and was still in progress when the Sgts. left the establishment. While at
the bar, Sgt. Stockton overheard a conversation between a patron and the bartender
on duty� Larry Rehr� which centered around a number of items wrapped in tissue
paper, and identified by the S�t. as rings and watches. The convers�tion involved
a discussion of price between the two, but� apparently� an agreement could not be
reached as Behr declined to make the sale.
On August 26, 1970, S�t. Stockton returned to Frankie and Johnnies' bar, �ret a man
who had been seen on the previ_ous visit to the place, and� concerning whom� the Sgts.
possessed information regarding his activeties in �ne sale of narcotics. A deal had

been set up to meet this man� one Steve Lundgren� AKA "Reno"; and purchase r�arcotics
from him. S�t. did, on this date, p-��rc�-ias� a bag of marih�aana from Lundgren for �9.00.
Sg,t. Stockton tn�n asked Lur�d�ren if he cvuld handle a large purchase, and Lundgren
told the Sgt. that he covlc? sell him aci3 (LSD)� grass (marihuana), and dex (dexedrine,
an amphetamine stimulant drug). Lund�ren went on ti� say tnat all that was necessary
was for S�t. Stockton to contact him at Frankie and Johnniesf bar.
!?n September 17, 1970, an informant relayed informat;on to Sgts. Stockton and Navara
that «Reno" (Steve Lundgren) and �t1`�Iike�� McNaughton were attempting tc sell some hand
guns. Arramgements were made to have members of the Internal Revenue� Alcoriol and Fire-
arms Division accompany ;Sgts. Stockton and iJavara to FranYie and Johnnies' bar in the
attiempt to purchase these g�zns for the .purpose of establishing a case on the above two
men for +he violation of �he Federal law. Accordingly, at 9:00"M on this d�te the two
Sgts., acconrpar�ied by a Federal agent , met Mclvaughton and Lundgren outside Frankie and
Johnniest bar where the two sLSpects produced vnA har�d gun which was in very poor
condition. Due to the fact that the ���n ea� practically inoperabZe� the agent declined
to nurchase it� inquiring if they had any better guns to sell. Lundgren directed the
a�ent into the bar, instuct-in� him to "tell the bartender - itts right und?r the bar,
and hetll get it for you." Sgts. Stockton and Navara kere requested to remain outside
the bar� and the agent reMained inside for abo�_�t 30 minutes. During this time, the two
Sg,ts. engaged McNaughton in conversation. Mc�?au.ghton related that a few days before,
he and Lundg�ren had been engaged in acrap game in the bar with another man raho had won
ahout �300.00. As this individual was trying to leave� I�cNaughton and Lundgren waylaid
him, beat him and stole the �$300.00 pgus his other money. '�c Plaughton further related
what a swingin� place Frankie and JoYmnies' is� with people stoned on drugs and pass�;d
out all over the place, and that no one pays any attention to them.
i?pon returning to Police Ha.� the Sgts.established that a robbery had taken place� under
the circumstances described by Mc'Vaughton, and a report had been made by the victim,
Martin Krispin� 2070 Hudson Rd. (C# 8l��t50).

• • � On the e�renin� of September 29, 1970, Two agents of the Alcohol and Firearms Division�
Internal �.evenue, went to this bar to consumate a deal that they had set up c�ith
Lundgren and McNaughton for the purchase of some handguns. After spending some time in
the bar, the t�o agPnts got intc a card game involving cash bets. They were winni���; some
money when they were set upon by patrons of the bar, beaten and robbed. (C# Silent
�'9176). This crir�e took place both inside and outside the bar, and in the course of
it, one agent�s revolver ��aas stolen, fired into ths air i:� t he neighborhood� and has
not been recovered. On September 30,1970, Sgt. Navara contacted McNaughton by phone
to inquire as to the identity of the assailants in the above crime� and was invited
on 10-1-70
to come out to the bar/to rliscuss t:�e situation aa McNaughton was tending bar at this
time, and could talk to tl:e Sgt. there. It sho�.�id be noted that McNaughton was not
at�are that Sgt. Iv'avara was a policeman. On 10-1-70 at Lp:}�SAM� S�ts. Stockton and
*ja�ara entered the bar and discussed the assault and robbery with McNaughton who was
reluctant to give any informatior about it' saying theqt the heat was really on the
place becauseof the assault. At �c�i.s ti.Me , McNaughton was asked by the Sgts. if he
could sell them some r�or� marihu.ana. He answered that he could, but that thsy were to
call him at aboutLt:00DM as this was when he expected his supplier to come in. Sgt. ?�Javara
called at the appointed time, but �cNaughton could not be located. On 10-2-70, Sgt.
Navara called McNaughton at F`rankie and Johnnies' bar at about 1:OOPM. The Sgt. was
told that McNaughton would meet him at a W. 7th St. bar at 8:OOPM, at which time the
man, McNaughton� would deli'ver the marihuana to the Sgt. Sgt. Navara did meet McNaughton
at the a�reed upon place� but somehow� McNaughton had grown suspicious, suggesting that
they go in separate cars to a d�fferent location. McNaughton failed to show at the ne�
Iaca�tion, so contact Hith him was terminated, as was contact with Lundgren and the bar.
C�n October 6� 1970, warranta of arrest were obta�ned for Lundgren and McNaughton for the
sale of marihuana� a felony.
It should be noted that during the ti_me of these transactions, one of the owners of
this bar, Terry Duerschel, was serving time in the Ramsey Workhouse for transporting
a firearm� a handgun� in his car. It should also be noted that between January 1�1970

and October 5� 1970 trere have been nine squad call� to this bar not including two
robberies which took nlace inthe place, a shooting that took nlace cutside the place�
nornumerous calls to 7th and Earl� the location of this bar, for everything from
urinating in public tc assaults.
In view of the above, the Vice '?nit suggests that consideration be given to revoking
al1 licenses held by the operators of the business at 1066 E. �th, Frankie and Johnnies�
bar.
