WHEREAS , the Committee on Lands has secured an offer to
sell to the City the lands and buildings comprising the Hotel ' °
Lowry, more fully described as Lots 11 and 12 and the Southerly
25 feet of Lots 1 and 2; Block 21, City of St . Paul, according
to the plat thereof on file and of record in the office of
the Registrar of Titles of Ramsey County, which offer is
� incorporated in a letter dated December 28 , 1970, signed by
Harry L. Holtz, President, First Trust Company of St . Paul,
attached hereto and incorporated herein by reference , and
WHEREAS , the Mayor has, by means of the letter aforesaid
and the report of the City Architect dated November 23 , 1970 ,
attached hereto and incorporated herein by reference, reported
to the Council the estimated cost of acquiring saicl lands and
buildings and remodeling the same to provide office space
for the use of public agencies and offices of the City of
St. Paul, and •
WHEREAS, the Mayor and Council deem it to be in the public
interest and advantageous to the City to acquire such lands
and buildings on the terms set forth in the letter aforesaid,
now, therefore, be it
RESOLVED, by the Council of the City of St. Paul, that it
hereby accepts the offer herein described, and that the proper
City officials are authorized to take all steps necessary to
obtain a priority rating for the purchase of thes� lands and
buildings from the Capital Improvements Budget Committee and to
take such other steps as are necessary to arrange a closi,ng at
which the purchase of such lands and buildings may be consummated,
and be it further

RESOLVED, that the Council by passage of this resolution
expresses its intent, upon the receipt of a priority rating from
the Capital Improvements Budget Committee to adopt an amended
Capital Improvements Budget for 1970 appropriating $775 ,000 .00
for the purchase of the lands and buildings aforesaid, providing
for such funds to be advanced from the Permanent Improvement
Revolving Fund during 1970 , such advance to be reimbursed from
credits to be received in 1971 from the proceeds of the sale of
the City's interest in the Minneapolis-St. Paul Sanitary District.

Wf�REAS, pursuant to Council File No. 251695, approved
December 2g, 1970, the St. Paul Leng Range Capital Improvement
Budget Committee has adopted an amended Capital Improvement
Budget for 1970, appropriating �775, 000 for the purchase of
the lands and buildings comprising the Hotel Lowry and provid-
ing for such funds to be advanced from the Permanent Impro vement
Revolving Fund during 1970, such advance to be reimbursed from
credits to be received in 1971 from the proceeds of the sale of
the City� � interest in 1;he Minneapolis-Saint Paul Sanitary '
District, now, therefore , be it
RESOLVED, That the offer received to sell the lands
and buildings comprising the Hotel Lowry, more fully described
as :
Lots 11 and 12 and the Southerly 25 feet of
Lots 1 and 2, Block 21, City of St. Paul,
according to the plat thereof on file and of
record in the of�ice of the Registrar of Titles
o� Ramsey County
is hereby accepted; and be it _
FURTHER RESOLVED� That upon receipt of a Warranty Deed
reflecting good and marketable 1;itle in the above described
premises , the proper City officers of the City of Saint Paul
hereby are authorized and directed to execute all necessary
documents to complete the sale of �the Lowry Hotel as above
described; and be it
FURTHER RESOLVED� That the Comptroller is hereby authori�ed
and directed to make payment in the amount of �7'75� 000 out of the
Permanent Improvement Revolving Fund to the First Trust Company
subject to all conditions hereinbefore provided.
