RE: Application by J R Mac, Inc., d/b/a 7 R Mac's for a Liquor-Extension of Service (Patio)
for the premises located at 1420 West 7` Street in Saint Paul
Deaz Sir/Madam:
The Office of License Inspections and Environmental Protection has recommended denial
of the above-referenced license application. The basis for the recommendation is as follows:
On March 21, 2002 you were sent a letter advising you that
your application was incomplete and you would need to submit
1) proof of an approved reconfigured site plan from LIEP Site
Plan Review, or an approved parking variance from the Board
of Zoning Appeals, as well as 2) a completed peEition. As of
today's date, the requested documentation has not been
received.
If you do not dispute the above facts, please send me a letter with a statement to that
effect. The matter will then be scheduled for a hearing before the Saint Paul City Council to
determine what penalty, if any, to impose. You will have an opportunity to appear before the
Council and make a statement on your own behalf. The recommendation from the licensin�
office is for the denial of your license application.
On the other hand, if you wish to dispute the above facts, you are entitled to an
evidentiary hearing before an administrative law judge. If you wish to have such a hearin�,
please send a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing" with the date, time and place for the hearing, the name of the administrative law judee,
and an explanation of the procedures.

In either case, please let me lmow in writing no later than Monday, August 22, 2002, ho�v
you would like to proceed. If you have not contacted me by Monday, August 22, 2002, I will
assume that you are not contesting the facts. I will then schedule this matter for the St.
Paul City Council and have it place on the Consent Agenda during which no public
discussion is allowed and the recommended denial of the license appiication will be
imposed.

business license, I have determined that it is still incomplete. At this time, your business
license has not yet been issued and remains at a status of pending until the following item(s)

I have reviewed your request to add a patio area to your business. There are t��o options you may
pursue. The first is to reconfigure your parking lot so you «•on't displace any parking spaces. This
may be accomplished through tl�e site pian review process. If, through this process Tom BeacL and
you can come up with an alternative parking plan with the existing 6 spaces no variance � ill be
needed and you can �o forward with your project.
However, if there is a displacement of any of the existing 6 parking spaces you must appl}� for and r
granted a parking variance by the Board of Zoning Appeals. This process takes about 4 weeks and i
held as a public hearing; the staff person for the BZA is John Hazdwick.. One of these optioiis must
be accomplished before I can approve your Patio license.
