a. The building is standing vacant, abandoned and is subject to
being entered by unauthorized persons;
b. The exterior condition of the building is as follows: the
doors are broken and the bas�nent windows are broken, and the roof has
been destroyed by fire;
c. The interior condition of the building is as follows: the
basement wiring is deteriorated and unusable, the first floor windows
are broken, the plaster is falling off the walls, the heatinq {�lant is
unusable, there is no plumbing and all electrical wiring is deteriorated;
d. The building in the above condition is beyond reasonable repair;
e. The buildinq is unfit for human habitation in its present
condition and the above corrections must be made in compliance with the
Building Code and the Housing Code of the City of Saint Paul in order to
make the same habitable;
f. The building constitutes a nuisance and a hazard to the public
health, safety and welfare because of its physical damage, dilanidation
and inadequate maintenance;

463.15 through 463.26, and based upon thc foregoinry findings of the
City Council , the Council of the Cit.y of Saint �aul does hereby makP •

Re: File No. 1993--969 Raymond Avenue
Gentlemen:
The Building Department is hereby submitting its report on
the condition of the property at 969 Raymond Avenue, a former church
build.ing of ordinary construction, 36 ft, wide, 50 ft, long and. approximately
36 ft, wide. The owner of record is the Joseph Erwin VFW Post #458,
and the contract buyer is Dallas Ward.
The legal description of the property is Lot 17, Block 66, St.
Anthony P-ark.
A recent inspection indicates that the build.ing is completely open.
Basement windows and doors are broken, and a fire has d.estroyed the
roof. The basement wiring is deteriorated and unusable. The first floor
is open and. has broken windows, with most of the plaster falling off the
walls. Plumbing is non-existent, there being no water or sewer connections.
All electrical wiring is deteriorated., and the heating plant is unusable.
Inasmuch as this building has been open and vacant for more
than two years, it is the recommendation of this Bureau that this matter
be referred to the City Attorney's office for condemnation through the
District Court.
