a. The dwellinq and garage are standing vacant, abandoned and are
subject to being entered by unauthorized persons;
b. The exterior condition of the buildin_q is as follows: asbestos
siding and cornice is rotten and the rear doors are missing; the chimney
is in poor condition with mortar missing between the bricks;
c. The interior candition of the building is as follorrs: on the
first floor the plaster is off the ��ralls and ceiling, the floors are
not level and they are decayed and the entire first floor is vandalized;
on the second floor the plaster is off the ceilings and walls and there
is bare electrical wiring hanging from the walls and the entire second
floor is vandalized; �
d. The dwelling in the abave condition is beyond reasonable repair;
e. The dwelling is unfit for human habitation in its present condition
� and the above corrections r�ust be made in compliance with the Building Code
and the Housing Code of the City of Saint Pau1 in order to make the same
habitable;
f. The dwelling constitutes a nuisance and a hazard to the public
health, saf�ty and welfare because of its physical damage, dilapidation
and inadequate maintenance;

morning. There is no indication of rehabilitation of the structure
at this time.
The matter came up at a public hearing on October 10 and

Gentlemen:
The Building Department is hereby submitting its report on the
condition of the structures at the above location.
The owner of record is Midwest Federal Savings and Loan Association,
and the legal description of the property is Lot 4. Block 14 Syndicate #5
Addition.
A recent inspection indicates the following:
Build.ing Classification: Single family dwelling (frame).
Exterior: House is sided. with asbestos roll siding and in fair condition.
Cornice and roof overhang show some decay. Chimney is in poor condition.
First Floor: All four rooms on the first floor have been vand.alized.
Second Floor: Two rooms and bath on the second floor have been
vandaliz e d.
Plumbing, Heating and. Electrical Systems: Heating system and
plumbing are intact but the electrical system has been vandalized.
Accessory Buildings: The garage is in an advanced state of decay
and is an attractive nuisance.
The subject property has been boarded up by the city since September 24.
Inasmuch as the conditions outlined above constitute a public hazard
and. the owner has made no attempt to satisfactorily repair the damage d.espite
