As you know, this is the only park in Saint Paul's core city and when it was completed in 1998, its CIB budget was inadequate to implement a lighting plan. The park has been dark since it opened. In discussing pay out of the STAR grant with Saint Paul Parks and Recreation, we have agreed that it would be simpier and more appropriate for the funds to be paid directly from STAR to Parks, rather than channeling them through the non-profit Public Art Saint Paul. Lighting of Western Park is fundamentally a city capital improvement, not an art project. However, because of our strong interest in the park as a venue for arts programming, we are working closely wiih ihe neighborhood and with Don Ganje of Parks in ,olaning the design and instaliation of the lighting fixtures.
