Jeff Hawkins reported there aze four bays at this location. LIEP is recommending nine conditions for this license. The applicant has signed the conditions, understands them, and agrees to them. The conditions aze as follows: 1. All vehicles parked outdoors on the lot must appear to be completely assembled with no major body parts missing. 2. Vehicle salvage is not permitted. 3. Vehicle parts, tires, oil, or similaz items will not be stored outdoors. Trash will be stored in the dumpster. 4. All customer cars awaiting repair or pickup must be parked in the lot. There shall be no pazking on the streets or public right of way within the neighborhood. 5. No repair of vehicle on the lot or public right of way. Licensee must comply with a11 federal, state, and local laws. Mr. Strathman asked did the previous license holder have similar conditions. Mr. Hawkins responded they had no canditions. , Mr. Strathman asked was information received from the district council. Mr. Hawkins responded no. There is just a letter from a citizen. Jim Connolly, 1332 Arcade Street, appeared and stated there is no lot there. To the south of Ivy is Farnsworth School property, to the west is Johnson High School. At the end of the a11ey is where the residential property starts. He has lived at 1332 Arcade for 28 years. One of the biggest concerns is the sidewalk that comes out of the building is level with the street. A lot of people think they can pazk on the sidewalk. He has come out of the alley to go west on ivy. If there are cazs pazked there, he has to swing out onto the other lane. When school is in session, there are cars pazked there. He has almost been hit when he has pulled out of the alley. When he and his wife walk that way, they have to walk out into the street. Mr. Connolly responded people cannot pazk on the sidewalk. On the south side of Ivy, there should not be parking either. People that go to 1324 Arcade Street pazk their cars on the south side. The City could ban the parking there. Mr. Strathman stated parking on the sidewalk is never allowed, but he is uncleaz about the south side. Mr. Connolly responded it is legal to park on the south side of Ivy street. When cazs aze pazked there, it is very narrow. It is worse in the wintertime. Mr. Hawkins stated the side streets aze the same on ivy Street as any other side street. When there is pazking on both sides, it will be narrower. The parking apron there is flat. If cars aze pazked parallel along the building, there would still be a three foot wide sidewalk access. He would not want to add chains because of regular access. There is no ordinance that says people cannot park there. The pazking situation is not accentuated by the auto repair business. Mr. Strathman asked about a sign on the building that reads "no pazking on the sidewalk." Mr. Hawkins responded that would be reasonable to ask of the owner. Mr. Connolly responded that would be a help. Mr. Connolly asked where the lot is located. (Mr. Hawkins explained on a map where the lot is located.) Mr. Connolly went on to say that people have to stay away from the back end of the east side of the building. That is where the a11ey comes out. If cars are back there, it becomes a problem when people are coming out of the alley. Seng Khang, owner, appeared. Mr. Strathman asked about the parking on the sidewalk. Mr. Khang responded he has not had people pazking there since he owned the properiy. In the back, he has five to six cazs. Most of the customer cars are inside the building. Mr. Strathman asked would he be willing to add a sign about no parking on the sidewalk. Mr. Khang responded that is fine. Mr. Strathman stated many of Mr. Connolly's concerns are addressed by the ten conditions the owner has agreed upon. It appeazs everything Mr. Khang is proposing to do is in compliance with City Codes and regulations. Gerry Strathman recommends approval of the license applicarion with the nine conditions as listed on Page 1, plus Condition 10, which reads as follows: 10.
