WIIEREAS, the Legislarive Hearing Officer recoxnmends that license application (ID # 20010000794) for Gas
Station, Grocery, and Cigazette/Tobacco Licenses by Maryland Amoco, 1200 White Bear Avenue North, be
approved with the following condifions:
1) A functioning security camera will be in place,
2) No deliveries between 11:00 p.m and 6:00 a.m.
THEREFORE, BE IT RESOLVED that the Council of the City of Saint Paul hereby approves this license

The meeting was calied to order at 9:03 a.m.
STAFF PRESENT: Kristine Schweinler, LIEP (License, Inspections, Environmental Protection)
(The owner did not appeaz.)
Kristine Schweinler reported this is a new application for gas station, grocery, and cigarette/tobacco
licenses at 1200 White Beaz Avenue North. It has been approved by Fire, Zoning, Health, and
Licensing.
Chuck Repke, District 2 Community Council, 1961 Sherwood Avenue, appeazed and stated he is here
because there was the same attendance from the owner at the District 2 Community Council: he did
not appear even though he had confumed he was available. Two owners back, said Mr. Repke, there
was an agreement that there would be no middie of the night delivery of gas and there would be a
funcrioning security camera. When the ownership switched to the owner who is now leaving, District
2 did not get those conditions imposed. During that time, there were late night deliveries which were
disruptive to the neighbors, and the pumps in the middle of the night had people loitering around.
When a squad arrived, loiterers would sfick a pump in the caz. Also, there is a concern about drug
deals. If there was a funcrioning securiry camera, the District Council would not have an objection to
the licenses. They were unable to have a meeting with the owner and were not able to get him to
agree to these conditions.
Mr. Strathman asked for her thoughts on attaching conditions. Ms. Schweinler responded a condirion
for late night delivery is not a problem because that is familiaz with many gas stations. It is not a
problem to regulate gasoline delivery. She is concerned about adding a condition for security
cameras because it is a substantial expense and LIEP does not have documentation of any problems
with this gas station.
Mr. Strathman asked is the security camera there. Mr. Repke responded there was a camera at one
time. He does not lrnow what happened to it. In his discusions with the applicant, he suggested he
would be willing to install a security system. Ms. Schweinler added that in 1995, there were
conditions that the public telephone would be biocked from 9 p.m. to 6 a.m., signs would be posted
indicating "no loitering," engines would be turned off while at the station, and security cameras would
be installed at the rear of the station. Plus, the owner was to explore the possibilities of placing
landscaping against the south wall of the property.
Mr. Strathman stated since the system is already there, it would just need to be repaired and activated.
He asked do they need to specify whexe the cameras will be located. Mr. Repke responded no. The
owner can do it at the discrefion of the insurance people and whoever will give him the best deal.
Gerry Strathman recommends approval of the license application with the following conditions: 1) a
functioning security camera will be in place, 2) no deliveries between 11:00 pm. and 6:00 a.m.
The meeting will be adjourned at 9:09 a.m.
