RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR INVESTMENT INIT4ATIVE FUNDS
FOR THE FRONT SKATEPARK
8 WHEREAS, the Saint Paul Youth Skatepark Task Force, appointed by the City Council and
9 the Parks and Recreation Department, has been meeting since June 2001 to plan, design and
10 evaluate sites for Saint Paul's first skatepark, and
11
12 WHEREAS, on September 12, 2002, the Neighborhood STAR Board reviewed a proposal by
13 the Department of Parks and Recreation to construct a skate board park at Front Playground, and
14 has subsequently asked for additional information on the activity; and
15
16 WHEREAS, the proposal will provide a unique recreational opportunity of citywide benefit,
17 and is supported by Mayor Kelly and the City Council; and

WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of this
activity by providing $10,000 each from their respective Neighborhood Initiative Investment Fund
allocation; and
WHEREAS, because this public improvement project is of substantial community
significance, a waiver of the STAR Guidelines in regards to the applicant and matching fund
requirements is required; now therefore be it
RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4 of the
City Charter, the City Council does hereby amend the 2002 budget for the Front SkatePark in the
following manner:
