1 WI�REAS, Urban Revitalization Action Program (URAP) eligible azeas, established using 1980 census
2 information, aze used as the "target neighborhoods" for expedited forfeiture of tas delinquent properties as is

4 WI�REAS, the City Council requested the Department of Planning and Economic Development (CF#02-
5 757) use 2000 Census income, employment status and housing age data — which is anticipated this fall — in
6 conjunction substandard housing information to create a map of target neighborhoods for Councd
7 consideration and adoption before January 1, 2003; and
WFIEREAS, the URAP eligible areas, currently lmown as tazget neighborhoods, are, in many cases, no
longer reflective of the employment status, income and housing conditions in the City; now, therefore, be it
10 RESOLVED, that the Saint Paul City Council hereby requests Ramsey County suspend expedited forfeiture
11 oft� delinquent properties pending the development ofnew target areas using 2000 census information.

1 WHEREAS, the Urban Revitalization Acrion Program (UIZAP) was created in 1987 with CF#87-1395 to funnel State
2 and City funds more directly into neighborhoods for redevelopment purposes for a three year time period; and
3 WHEftEAS, geographic azeas eligible for applying for URAP were determined per Chapter 386, Laws of Minnesota
4 for 1987, which provided for use of those census tracts with 1) at least twice the unemployment rate as the
5 metropolitan region, 2) median household incomes no more than half that of the metropolitan region, and 3) which is
6 chazacterized by substandard housing; and
7 WHEREAS, URAP eligible azeas continue to be used as the "target neighborhoods" for expedited forfeiture of tax
8 delinquent properties as is provided for in §281.17 of Minnesota Statutes; and
9 WHEREAS, the eligible azeas for the URAP program were determined in 1987 using predominantly 1980 census
10 data which is, in many cases, no longer reflective of the employment status, income and housing conditions in the
11 City; and
12 WHEREAS, 2001 amendments to §469.202 of Minnesota Statutes provides that Saint Paul may update with more
13 timely information, the boundaries of the URAP eligible azeas, now lmown simply as "target neighborhoods;" now
14 therefore be it
15 RESOLVED, that the Saint Pau] City Council hereby requests the Department of Planning and Economic
