brought up to date, be and the same are hereby adopted as follows:
Rule I.
Special meetings - How called. "The Council shall meet at the
City Hall of said City on the first Tuesday of June of each year at
ten o'clock in the morning, and daily thereafter at ten o'clock in
the morning, and at such other times as it may determine, except
Sundays and legal holidays. The Mayor may call special meetings of
the Council, and the City Clerk shall do so upon the written request
of four councilmen at such time as may therein be specified. Notice
in writing of special meetings of the Council shall be served upon
each member thereof personally or be left at his usual place of
abode at least six hours in advance of such meetings, except with
the unanimous consent or waiver of such notice by the entire Council
which consent or waiver shall be in writing." (Sec. III of the Charter.)
All meetings of the Council, including special meetings shall be
held in the Council Chamber at the City Ha.11, or such room as may be
designated by the Council by resolution.
Rule II.
uorum. Four members of the Council, including the Mayor, shall
constitute a quorum.
Rule III.
Minutes Read and Corrected. Should the roll call show a quorum,
and if not, as soon as a quorum shall appear minutes of the previous
meeting shall be read by the Clerk and any mistakes therein shall be
corrected.
Rule IV.
Number of Votes Required. The number of votes which shall be
required for any matter before the Council shall be as provided in
the Charter, as follows:

RULE V. ,� -
Duties of President. The President or presiding officer of the Council
shall preserve order and decorum, and shall decide questions of order
subject to appeal to the Council. Any ruling of the President or presid-
ing officer may be appealed by any member, a�.d upon request of any member,
a roll-call vote shall be taken thereon. The votes of at least four
members shall be required to overrule the President or presiding officer.''
RULE VI.
StandinQ and Special Committees. Each member of the Council shall be a com-
mittee of one to investigate and report to the Council upon the business
of the department to which he may be assigned as head by the Mayor.

The Mayor shall appoint such other standing or special committees as
may be authorized by the Council from time to time.
RULE VII.
Motions. Any member shall have the right to bring any motion
before the Council, and a roll-call vote shall be taken on any
motion at the request of any member.
RULE VIII.
Minutes of Motions. After a motion shall be stated by the President
or the presiding officer, it shall be in possession of the Council,
but it may be withdrawn at any time before amended or acted upon,
by the Councilman presenting the motion. All motions and amendments
thereto shall be entered at large upon the minutes with the vote
thereon, whether they be adopted or rejected.
RULE IX
Precedence of Motions. When a question is under debate, no motion
shall be received but to adjourn, to lay on the table, for the previous
question, or to postpone indefinitely. Motions shall have precedence
in the order in which they are arranged in this rule.
RULE X.
The Previous Question. The previous question shall be put in this
form: "Shall the main question now be put?" It may be ordered by a
majority of the members present and its effect shall be to put an end
to all debate and bring the Council to a direct vote upon amendments,
if any, and then upon the main question.
All incidental questions of order arising after a motion is made for the
previous question, during the pending of such motion, or after the
Council shall have determined that the main question shall not be put,
shall be decided whether on appeal or otherwise, without debate.

When the previous question is decided in the negative, it shall leave the
main question under debate for the rest of the session unless sooner
disposed of.
RULE XI.
Petitions, Memorials, etc. Petitions, memorials and other papers
addressed to the Council shall be presented by the presiding officer,
or by a member in his place, or may be read by the Clerk at the request
of a member or of the presiding officer. All petitions, memorials and
other communications, which may be filed with or delivered to the City
Clerk prior to the meeting of the Council, shall be placed upon the desk
of the presiding officer.
RULE XII.
When �. question is put by the chair, every member of the Council present
shall vote. The Chairman shall vote last. Every other member of the
Council shall vote in alphabetical order according to his surname, ex-
cept that on the first of every month the order of voting shall be rotated
so that the member voting first the previous month shall vote last and
every other member shall advance one place in the order of voting. Any
member of the Council failing to vote shall be considered as voting in
the negative. Yeas and nays shall be called upon the order of the pre-
siding officer and upon the request of any member.

RULE XIII.
May Divide Question. If the question before the Council contains several
points, any member, upon request, may have it divided and a separate vote
taken on each point.
RULE XIV.
Meeting called to Order. A member called to order shall cease speaking

the case. No member shall speak more than once on the same subject
matter until all other members have had an opportunity to speak, and
then only with leave of the Council.
RULE XV.
Questions Put in Order. All questions shall be put in the order in
which they were made except in cases of privileged questions.
RULE XVI.
Reading of Paper Objected to. When the reading of any paper is called
for, if objection be ma.de, the Council shall decide whether the paper
shall be read; and every paper presented shall be read unless the Council,
by unanimous vote, shall determine otherwise.
RULE XVII.
Reconsideration. When a qu�ion has been voted upon, it shall be in .
order for any member who voted on the prevailing side to move a recon-
sideration at either of the next- t�o-regular Council meetings occurring

Charter. The yeas and nays when taken on any question shall be
entered therein. Any member of the Council present who fails to
vote shall be counted in the negative. The presiding officer,
at each regular session shall sign during the session, the City
Clerk's* record of the proceedings of the last meeting after the
same has been approved and corrected by the Council.
RULE XXI.
Clerk shall inform Officers. Members of the Council or of the
Committee thereof, as well as other officers of the City, shall be
kept informed by the Clerk of such duties as they may be charged with
by the Council from time to time. He shall perform such other duties
as appertain to his position as Clerk. The Clerk shall see that no
journal records or papers are taken from the table or out of his
custody, other than as may be required by regular Council procedure,
or by a Commissioner, the Corporation Counsel, or the Comptroller;
and any Commissioner receiving any record or paper from the Clerk shall
leave a receipt therefor. If any paper or document in his charge
should be missed, the Clerk shall report the facts to the presiding
officer so that:�the paper may be _zecouered _and its loss inquired into.
RULE XXII.
Ordinances and Resolutions. How Drawn. It shall be the duty of the
Corporation Counsel to prepare all ordinances and resolutions on request
of any Commissioner, the Mayor, or the Comptroller. No ordinance shall
be introduced until it shall have been approved as to form by the Corpora-
tion Counsel. Any ordinance not prepared by the Corporation Counsel
shall be submitted to him and he is authorized to retain the same in his
office for examination for a period of not to exceed three days from the
time of its delivery to him.
RULE XXIII. "
Absence. Every member of the Council about to absent himself from the
City for a period of more than three days shall formally apply to the

Council for a leave of absence, which may be withheld or granted by
motion of the Council. Absence for more than three days without leave
may be punished by the Council.
RULE XXIV.
Tardiness. Every member of the Council who shall be tardy at roll
call for three successive regular meetings of the Council may be
reprimanded by the majority vote of the Council, including the Mayor.
Every member of the Council who shall be tardy at five consecutive
regular meetings may ba�punished by the Council by a fine which shall not
exceed $5.00 for each day's tardiness. It shall be the duty of the
Clerk to keep a daily record of attendance of commissioners at Council
meetings, and to report to the Council tardiness of any Commissioners
for three successive days and for five successive days.
RULE XXV.
Rules of Order. The rules of parliamentary practice embraced in
Robert's Rules of Order shall govern the Council procedure in cases to
which they are applicable and in which they are not inconsistent with
standing rules and order of business of the Council.
RULE XXVI.
Suspension of Rules_. No rule of the Council shall be suspended without
the concurrence of five members of the Council, including the Mayor.
RULE XXVII.
Order of Business. The order of business for the City Council shall be
as follows:

All members of the Council, including the Chairman, shall, during this
order of business restrict their discussion to comments germane to the
business before the Council.
After each side has been heard, there shall be no further discussion
except when a member of the Council shall ask a proponent or opponent
- questions to clarify any points which will be useful to the Council
in making its decision.
To facilitate the business of the Council, a speaker shall be con-
sidered out of order when his remarks are repetitious, and it shall be
the duty of the chair to rule a speaker out of order when he repeats
remarks or arguments made by himself or another person representing
his side in the debate.
At the first reading of any ordinance, resolution or official act of
the City Council, such ordinance, resolution or act shall be in fact
read in its entirety at an open public meeting of the Council. In lieu
of the reading of the entire ordinance, resolution or act, copies may
be supplied to each member of the Council prior to it8 introduction,
and copies shall be made available for public examination in the office
of the City Clerk.
Following each vote taken by the City Council, the City Clerk shall
announce the outcome; for example, resolution passed 7 to 0, or reso-
lution failed 3 to 4.
No ordinance may be treated as an emergency ordinance unless failure
to pass such ordinance would create a clear and present danger to the
health and safety of the citizens of St. Paul or jeopardize the opera-
tion of the city government.
No ordinance concerning wages, working conditions, duties or responsi-
bilities of city employees, both classified and unclassified, shall be
passed unless all city employees are given notice at least two weeks
prior to the first reading on such ordi�ance. Posting such notice on
bulletin boards or service of notice to employees by city payroll clerks

shall constitute notice to employees under this section.
Members of the Council and citizens who wish to be heard on matters
of interest to the good and welfare of the city shall be heard after
the regular formal order of business has been completed.
A change in the order of business shall require the unanimous consent
of all members present. �
The Council shall not tolerate vulgar, offensive or derogatory remarks
about any groups or individuals because of race, color or creed, and
any speaker using such remarks shall be ruled out of order.
If the rules as adopted by the City Council do not cover a given situa-
tion, then the rules as contained in Robert's Rules of Order shall

RULE XXVIII.
Improper Motions, etc. Any motion or resolution which in effect con-
�emplates a violation of law, or is in conflict with any ordinance,
shall be ruled out of order.
RULE XXIX.
Applica.tions for License when Reiected. Whenever an application shall
be made to the Council for the issuance by the Council of any license
or permit required by law or ordinance or resolution as a precedent to
conducting any business in the City of St. Paul, and such application
shall be unfavorably acted upon by the Council in the regular course of
its proceedings, such applicatior�shall not be presented to the Council
again within a period of thirty days. Whenever a license has been re-
voked by the Council no application shall be presented to the Council
to conduct the same business at the same location within a period of
thirty days.

Any application for license or permit affecting the same premises
or location as the application rejected or revoked by the Council
shall be considered a repetition of the rejected or revoked application.
When, in the judgment of the Council, it seems proper to suspend this
rule by the method provided for suspending rules of this body, the
application for licenses or permit upon which the rule is suspended
shall not be voted upon by the Council for a period of two weeks
following such suspension of the rule.
RULE XXX.
Only one citizerE shall be heard at one time before the Council and
those appearing and waiting opportunity to be heard on any matter shall
remain seated until the person speaking shall have finished his argu-
ment or statement and has seated himself. Each person appearing before
the Council before commencing his argument or statement shall take a
position at the foot of the Council table and shall continue in such
position until he shall have concluded his argument or statement.
RUI.E XXXI.
Al1 members of the Council, including the Mayor, shall meet in the
City Hall promptly at ten o'clock in the morning on Tuesdays, Wednesdays,
Thursdays and Fridays of each week, exclusive of holidays, and the pre-
siding officer shall call the session to order and direct the taking
