a. The building is standing vacant, abandoned and is subject to
being entered by unauthorized persons;
b. The exterior condition of the building is as follows: there
are burn marks on the outsjde of the bulldinq; the raof joists are
badly burned; and there are holes in the roof and in a wal1;
c. The interior condition of the build�ng is as follows: all of
the rooms are extensively damaged 6y fire; and the electrical system
has been destroyed by fire;
d. The building in the above condition is beyond reasonable
repair;

the Building Code and the Housing Code of the City of Saint Paul in
order to make the same habitable;

Gentlemen:
The Building Department is hereby submitting its report on the condition
of the structure at the above location, which was formerly used. as a tavern.
The owner of record is Eleanor A. Herald and the legal description of the
property is Lot 11, Block 2, Matz's Subd.. of Wilkin & Heywords Oatlots.
A recent inspect ion indicates that the building is a frame structure with
stucco exterior. The exterior is in poor condition, revealing the scars left
by two fires. There are holes in the roof and the roof joists are badly
burned.
The interiorsof all rooms have been badly damaged by the fires. The
electrical system was devastated by the fires.
The subject property has been boarded up by the owner since August 20,
1970.
Inasmuch as the conditions outlined above constitute a public hazard and
the owner has made no attempt to satisfactorily repair the damage despite
our warnings, it is the recommend.ation of this bureau that this matter be
referred to the City Attorney's office for razing and removal through District
Court proceedings.
