I am delighted to inform you that Saint Paul's application for a 2003 Safe & Sober granT has
been tentatively accepted. If you wrote the application, give yourself a pat on the back; if
someone else did the work, please pass on the kudos. As expected, we received requests for a
great deal more money than we had availab(e; you have a definite right to be proud of your
work.
We have set aside $45,0OO.OQ for your Safe & Sober project. In order to accept a larger
number of projects, we reduced the budgets for many of those accepted. Jean Ryan will be
the Office of Traffic Safety (OTS) coordinator working with you and your project this year. .
Jean Ryan wiil be calling soon to set up a meeting with you to discuss any changes in your
work plan or budget that wiil be necessary and to answer your questions about the grant.
Coordinator phone numbers and e-mait addresses are attached.
Each agency receiving a a ant is required to send at least one person to the Safe & Sober
conference on Thursday, September 5 at the convention center in St. Cloud. Although
everyone is welcome to attend, agencies receiving a grant for the first time are required to
have a person at a meeting beginning at 6:30 PM on the evening of Wednesday, September
4`". This evening meeti�g will cover such things as reporting, informal seat belt surveys, and
bilting, and will give you a chance to ask questions. As a grantee you ace eligible for
comp(imentary registration and, if needed, lodging for the Safe & Sober Conference. Your
agency shou(d have atready received a brochure on that conference; if you have not, please
ca1l me and I'tl make sure you get one right away. Your OTS coordinator will discuss the
procedures for our paying your registration fee and lodging (when necessary).

,, : S'aint Paul is the capitol city of Miimesota consisting of 900 miles o£ streets and roadways. Saint
Paul is truly a big city with small town charfn. The quaint neighborhoods and family values aze the
comerstones of this wonderful city. Art, museums, and many historical landmazks make Saint ��_d-SD
Paul a cultural hot spot. .
According to the 2000 census the city's population is approximately 283,000 making it the second
largest city in Minnesota. We have seventeen neighborhoods and neighborhood councils.
Annuallp, 1.5 million non-business visitors come to Saint Pau1 to visit the Science vluseum,
Ordway �Iusic Theatre, the National Hockey League's �nnesota �Yild and the A�linnesata State
H�igh School Toumaments at the new RiverCentre :�rena. We are also host of two o£ the largest
festivals in tYae nation, The Taste of Minnesota and the Viinnesota State Fair.
Crash Reduction Plan: Education-Enforcement-En�neering The 3 E's
In evaluating our crash data we had eleven crashes resuiting ua fatalities in 2002 compared to
fifteen in 200L Personal injury crashes were also down slightly in 2001. Some of the challenges in
addressing these concerns continues to be our diverse community. We have large Southeast
Asian and Latino communities and with many of our residents English proficiency is limited. In
last year proposal we mentioned the need to address these concem with our 3 E's reduction plan.
The U.S. Department of Transportation National Highway Traffic Safety Admuustration
(i�-ITA) published an article this year on the Latino Community experiencing a high number of
fatalities. In fact, the number one cause of death for Latino ages 1- 34 was traffic relaYed death,
due in part, to lack of seatbeit use. Armed with this information we targeted the Latino and
Southeasz Asian Communities during Wave 4 of Safe and Sober. Our pre survey indicated 73.8%
usage our Post survey resulted in 79°/o and increase of over 5%. We feei this was a success and
we'll continue these efforts.
We also plan to continue our relationship with social service agencies in our communities to assist
us with bi-lingual translation of traffic safety material and in conducting workshop in the azeas of
alcohol awareness, seatbett restraints for adultslchildren and a�gressive driving. We have
previously worked with these agencies and they have been receptive to these new Safe & Sober
ini2iatives. Two of the agencies Hmong American Partnership (HAP)and Chicanos Latinos
LTnidos en Servicio (CLiTES} have assisted translation of Safe & Sober materials. William Yang
the Director of HAP has met with us we plan to conduct the workshops in the Asian community
with the heIp of a translator they will provide.
Our enforcement activiry starts with proper training. As the Saint Paul Police Department (SPPD)
department continues to transition with younger less experienced officers we have placed a stzon�
emphasis on training. SPPD has hired several hundred new officers in the last four years and a
minimum of twenty four hours is devoted to Field Sobriety Testing (FST), DUI Enforcement,
DUI report writing and Occupani Protection.
This year we were able to get four officers certified as Level 3 Tectmicians in Child Passenger
Safety Restraint. The third Wednesday of every month these of�icers work with the Minnesota
Safety Council and Saint Paul Fire Department and conduct Child Restraint inspections at our
Fire Departmern trauiing facility

In the Traffic Unit, in addition to Safe and Sober initiatives we were able to secure additionai
funding and we conducted a Remove Iznpaaied Drivers (RID) progtam in our city. We are � a, _ rS0
currently working on a Shift E�ension Project (Operation STEP) with the 1�linneapolis Police,
Ivfinnesota State Patroi targeting impaired drivers. .•
Another aspect of traffic safety is Pedestrian and Crosswalks Safety. The St. Paul Police
Department, along with the various distsict council representatives, have been working on this
issue. In 2001, the traffic unit and central district o�cers partnered with District 4 Neighborhood
Council and members from the westside. We worked in promoting and gaining campliance of the
pedesirian crosswaik laws. The plan was to walk through several marked and unznazked
crosswalk intersections on the westside and take enforcement action when appropriate and also
use it as an opporiunity to educate the driving public. Because of the success of that program we
were able to secure additional �ant fund specially targeted at pedestrian safery. We will take
these initiative city wide.
As you can see Saint Paul takes traffic safety seriously. With the help of Safe and Sober and
additional partnerships we have developed with the community we can sirive to make Saint Paul a
traffic safe city.

There is no easier, cheaper, more effecrive way to save lives and prevent injuries tban to increase seat belt
and child seat use rates. When evaluating applicarions for Safe & Sober 2003, the OTS will again consider
your peffoimance in comparison to other grante� for the rate of velucie stops per hour, the rate of stops
that resuited in a citarion or cvritten wamin, for violation of ihe seat beit or child seat laws, and the race of
stdps resulting in a citation rather than a waming. This report is meant to help you to make your casz that
your agency does need a Safe & Sober gant and is committed to enforcing the passena,er protecuon 1aws.
Please note: `Everyone is buckled up" only tells us your agency doesn't need a Safe & Sober �ant as badly
as all those other places where everyone isn't buckled up. Each year OTS is able to approve about half of
the requests for funding - it is our responsibiliry to do everyttung we can to ensure our �anu �o to those
communities who need them most and can use them best.
