MFORMAiION (FJ�Wt� oa-gs NOTES OF THE PROPERTY CODE ENFORCEMENT MEETING Tuesday, January 22, 2002 Room 330 Courthouse Gerry Strathman, Legislative Hearing Officer The meeting was called to order at 1:45 p.m. 1571 Maryland Avenue East (No one appeated to represent Code Enforcement.) Gerry Strathman stated this appeal is regarding a notice of condemnation and a vacant building registration notice for 1571 Maryland Avenue East. Yahya Y. Abukhudeer, owner, appeazed and stated he acquired this properiy sometime last year. He plans to eventually teaz the house down. It is a very old house. In the meantnne, police told him his renters were dealing drugs in the house. He asked the renters were they dealing drugs, and they told him no. NIr. Abukhudeer works next door at the convenience store, and he was busy with the store. The last two months, the renters did not pay him rent. Mr. Abukhudeer filed an eviction notice. The next day, the police came to the house and forced the renters to leaue. Then, the notices came from Code Enforcement. Mr. Abukhudeer filled a container with gazbage from the house. He then ordered another one which will be filled in a couple of days. Mr. Strathman asked does he have people working on the property. Mr. Abukhudeer responded yes. It does not need a lot of stuff. It has a mortgage. If it was paid for, he would get rid of it. Sherry from the City planning office said they are interested in getting rid of these two properties. Mr. Abukhudeer told her he is willing to work with her. Also, he has to have $200 to list it as a vacant building. Mr. Strathman asked is he repairing the items listed on the paperwork: broken windows, bathroom lavatory drain leaks more than it drains, rear entry stairs rotted, etc. Mr. Abukhudeer responded yes. The renters were not paying rent, and he heazd there were 12 people living in that house. He installed a new water heater and they complained. The heat was not working and he had it fixed for $1,200. He told them they could fix things and deduct it. Mr. Strathman asked how soon it will be before it is fixed up and occupied. Mr. Abukhudeer responded a month. The mortgage payment is due and has to be paid. Mr. Strathman stated the house will have to be reinspected prior to it being occupied. Until it passes a code compliance inspection, it will haue to remain condexnned. Once it passes an inspecfion, the notice of condemnation will be lifted and it can be rented. Mr. Abukhudeer asked what condemned means. Mr. Strathman responded no one can live in it. The owner can fix it, but no one can stay there at night. Mr. Strathman would be willing to waive the vacant building fee for three months.
