WHEREAS, on January 28, 1971, members of the Saint Paul
Bureau of Police responding to an emergency call to Saint Paul-
Ramsey Hospital on report of a murder of a Ramsey County Deputy
Sheriff, did skillfully, efficiently and without regard for
their own safety, proceed to plan and execute, under the
direction of their able Chief, Richard H. Rowan, and with the
assistance of the Ramsey County Sheriff and his officers, a
coordinated maneuver which did result in the apprehension of
a suspect and the release of a hostage held at gun point without
further injury or bloodshed to any patient, employee or citizen;
and
WHEREAS, it appears that especially outstanding among the
aforesaid members of the Bureau of Police were the efforts of
Lieutenant Leroy Thielen and Sergeant Russell Bovee, who, dis-
regarding their own safety and in the finest tradition of the
Bureau of Police did disarm the suspect and free the hostage
unharmed; now, therefore, be it
RESOLVED, That this Council, on its own behalf and on behalf
of the people of the City of Saint Paul, does hereby express its
deep appreciation and gratitude to the Bureau of Police and its
Chief Richard H. Rowan, to Sheriff Kermit Hedman and his officers,
and especially to Lieutenant Leroy Thielen and Sergeant Russell
Bovee.
