to purchase 12 feeder attle, approximate weight 1,000 pounds each at an
approxima.te cost of $�,500.00, under the supervision of the Purchasing Agent
at the livestock auctions in South Saint Paul without competitive bids or
advertisement under Section 291 oF the City Charter as this type of item
does not lend itself to the regulax bid process and it has been determi.ned
that this is the most favorable method to purchase such items under
competitive conditions.
