This AGREEMENT, made this day of , ,

Minnesota State P1 ning Agency, hereinafter called the Grantor, and -
City of St. Paul , hereinafter called the -
Grantee, pursuant to the authority granted by Title I , Sec. 304, Omnibus
Crime Control and Safe Streets Act of 1968, Public Law 90-351 , hereinafter
called the Act, and Executive Order P�o. 28, December 13, 1968, State of
Minnesota; and
WHEREAS, pursuant to the Act the Grantor has been allocated ,
funds by the United States Law Enforcement Assistance Administration for
use in the State of Minnesota for the purposes set forth in the Act; and
WHEREAS, the Grantee has made application to the Grantor for a
portion of such allocation for the purposes contained in, and the manner
described in, Grantee's "Application for Grant," a copy of which is
attached hereto and made a part hereof as Exhibit "A", and the terms of
which shall govern and control this grant except as otherwise specifically
provided herein.
NOW THEREFORE, in consideration of an in reliance upon the
mutual covenants and agreements contained herein, the parties hereto do
covenant and agree, each for themselves and their respective successors and
assigns, as follows: '
The Grantee shall perform and accomplish such purposes and
activities as are specified herein and in Exhibit "A", attached hereto;

($ 171,092.00 ) , and the Grantee shall expend from other sources the

(� 115,728.00 ) , which sum shall be the total financial commitment of
the respective parties hereto under thi� �greement, and which shall be
distributed and expended in conformance with the policies , rules and regu-
lations of the Governor's Commission on Crirne Prevention and Control ;
The Grantee shall expend funds granted under this agreement only
for the purposes and activities specified herein and in Exhibit "A" and
only according to the approved plan and budget contained in Exhibit "A" ;
The Grantee shall be bound by all the terms and conditions
contained in the "Applicant's Agreement" of the "Application for Grant,"
attached hereto as Exhibit "A", except as otherwise specifically provided
herein;
FURTHER, the parties hereto do specifically agree that the follow-
ing covenants and conditions shall bind the parties hereto:
' 1 . Grantee sha11 abide by and comply with the Special Limitations
and Special Conditions contained in the current Statement of
Grant Award applicable to Grantee a copy of which is attached
hereto and incorporated herein as Exhibit "B", the terms and
conditions of which sha11 take precedence over and control the
terms and conditions of Exhibit "A", attached hereto,
"Application for Grant. " �
2. When required by the laws of the State of Minnesota, Grantee
shall attach hereto, prior to submission, certified copies of
resolutions, or other authority, by the appropriate governing -
body or bodies as shall legally authorize the execution of this
agreement on behalf of the grantee.

. I• INTRODUCTION
At the municipal level the effective operation of a
criminal justice system is chronically affected by jurisdictional
and bounda�y problems related to the management , coordination , and
administration of information and communication among system components ,
including courts , police , prosecuting attorneys and adjunct services .
The problem is intimately tied to, on the one hand, the need for
programs and operations which provide integrated services in light
of increasingly defined categorical forms of criminal activity and,
on the other hand, the limited response capabilities of the system .
involved to meet diverse needs of clients . � � - �
Saint Paul , like most cities and counties , has various public
and private agencies , all of which seem to provide services and
responses to criminal activity and the criminal at some point in the
operation of 1aw. However, the relative independence of the agencies
involved in the system cause continued isolation of the criminal
justice operation and segmented maintenance of services , as if crime
could be more easily ca�egorized than remediated. -
In Saint Paul government there are four basic criminal jusfiice
agencies : 1) The Police fall under the administration of the Commissioner
of Public Safety; 2) The Municipal Court is under elected judges ,
pursuant to statutory authority ; 3) The Prosecuting Attorney is under
the City Attorney , who is eleeted by the city council. and; 4) The
Detention and Correc�ions Authority is administered by city-county
elected officials , pursuant to statutory authority . Yet , each of
these major components of the criminal justice system is defined
, • „ � Page 6
as a "service system. " That is , each operates and seeks to
implement lawful procedures relating to social control , the
prevention of crime , while operating within the jurisdiction of
the city. However, criminal- justice "service systems" are not so � �
independent as to be unrelated to each other and to other community
social agencies , such as health, employment , welfare , or education,
despite their apparent legal or traditional autonomy.
Saint Paul has in the past ten years responded to its �
divergent social problems by proliferating service agencies and by �
developing distinct programs , resources , projects and specia�_ized
personnel . These programs and projects rarely recognize the
integrated service needs of the clientele served , much less the
human factors involved in communi�y social control , overriding human
factor or the individual needs of clientele . Because of the
prolifera-�ed crimin•al justice agents and agencies within Saint Paul,
and the ofttimes attenuated relationships with other social service
agencies , service is accordingly provided in a highly fragmented,
"hit or miss" method. Comprehensive resources are not available to
any one sector of the criminal justice system in Saint Paul.
To improve the criminal justice system requires modernization
of its information system through automated practices of date and
information collection , interpretation and di-ssemination. It is �
certainly a lox�g-range goal that the total needs of an offender be

met , and not merely those needs that require 1.ega1 processes .
Improved, timely information is a major factor in reaching this goal.
For several years the four justice elements in Saint Paul
have been working , sometimes jointly and sometimes independently, to

develop proprams and information systems that would better achieve
common file usage . Their explorations and investigations have been
primarily made in the ways that the computer and microfilm might
be introduced to aid in improving the judicial process . Largely
because of budgetary restrictions , only limited, highly inadequate
progress has been made .
Bofih nationally and locally, there has been considerable
planning work started in developing total municipal information
� systems . The federal government has recently funded six cities with
this objective in mind. Area "G" in its first Phase 1970 program
recommended, and the state crime commission approved , an applieation
by Minneapolis and Hennepin County to plan a total criminal justice ..
information subsystem. Tn addifiion, the State Bureau of Criminal
Apprehension is developing segments of the state 's criminal justice
information system that should not be dup7.icated .
It is not the city 's intention , nor would it be prudent , by
-�his application , to propose 'reinventing the wheel ' by redoing what
� others are �doing or have done . Instead, it is only our inten�ion
to modify and upgrade our information system by: 1) training personnel ;
2) providing liaison with on�oing information programs and studies
such as Hennepin County , the federal government 's municipal information
planning study , and the Kansas City , Atlanta and o-�her operating -
systems ; 3) modify, design , program, and implement what other cities
have found successful. We propose to use both microfilm and computer .
techniques meeting both the city 's total information requirements , as
well as those of related vertical and horizontal criminal justice
systems .

This application is submitted by the city of Saint Paul and
is directed primarily toward improving the criminal justice information
needs of four participafiin� agencies ; namely , the police department ,
municipal court , city attorney and detention and corrections authority .
II . APPLICATION SUMr;ARY
It is planned that three to five years will be needed to
substantially improve and effectively modernize our information �
system. This time frame is projected largely because we will be using
what ofihers are researching and developing. This application is for
first phase work that includes training, limited research , systems
design, programming and implementation of selected elements others
have found workable in the techniques of both computers and
microfilming. Only the first year's estimated �cost is requested
at this time . However, we intend to request additional funds in
subsequent years , but the amounts wi11 depend upon findings and
results of our first year's work and the applicability of systems
design now being done by others . The firsfi year's cost is expected
to be $286 ,820 , federal request $171 ,092 .
A. Broad Objectives �
The city of Saint Paul recognizes the need to �
develop a dynamic , operational , management , and
planning municipal information system. Our particular •
concern to maximize service and minimize cost is that
the system be interlinked both vertically and

horizontally with existing federal , state , metropolitan ,
county, and other municipal information systems resources .
Following federal guidelines , we have divided our
municipal information system into four areas : Public
Safety , Human Resources Development , Physical and
Economic Development and Public Finance .
This proposal seeks� financial assistance for
research , design , development and operations for �
selected municipal court , police , ci�y attorney and
detention and .correction activities . Many months work
have gone into laying the foundation for this �
application , including obtaining a federal grant with
five other eities to develop the Human Resources
subsystem in a to-�al municipal. information system.
The overall systems organization wi11 include a
common data base , using computer and microfilm techniques .
The data base will be dynamic with continuous updating,
and serving both the primary clients listed in this

application as well as other governmental and private
components of the criminal justice system, the objective

The program and plan described beloca is more
inclusive than the funds requested for the first year. .
It is our intent to provide training, research , design ,

III . GOALS
'The basic objective of this project is to use computer and
microfilm techniques to improve the administration and management
for Saint Pau1 's police , city attorney , municipal court and detention
and corrections authority . The end product desired is the development
of an integrated , modularly developed, criminal justice information
subsystem which considers and coordinates the accompl.ishmen�s and
specific plans of MINCIS and a federally sponsored municipal
information program.

This work, we believe , is also immediately of value to
surrounding communities in the Saint Paul area as well as to the
State , Metropolitan Council , and Ramsey County governments .
Specific goals include the speed-up of litigation , reduction
of operating costs , eliminating duplication , disclosing what happens
in trial court procedures , providing emergency information for police
action , and proper system implementation that reaches out to assist
the policeman in exercising his daily responsibilities . In addition ,
the collection of information as a part of the daily routine will
permit more reliable and "effective statistical data to be created
for management , planning and administration. -
This project is proposed, based on the following assumptions : '
1. There is an information correlation between the
three broad areas of the criminal justice system
- (police , courts , and corrections? and other
municipal information systems .
2 . The entire criminal justice program requires an
integrated federal , state and local information and
communication network .
3 . Local governments best can use information systems
with minimum modifications and costs when they are
involved in the research , planning, and design stages
of such programs .
A. Needs
Crime rates have been continuously rising for several
years in the Saint Paul area. One of the major techniques

needed to improve the criminal justice system in
meeting its responsibilities is an intergovernmental
information system. This has been clearly identified
and reported by numerous individuals , groups and
commissions . Among those commissions are the President 's
Commission on Law Enforeement and Administration of
Justice and the Governor°s Commission on Crime
� Prevention and Control.
The development and implementation of computer
and microfilm based information systems require
extensive participation , coordination and cooperation
among numerous agencies and governmental units .
However, the additional work required �to insure maximum
participation and coordination is essential because the
implementation of the information system is going to aid
greatly the deterrent and apprehension efforts of the
police and should contribute to the reduction of crime .
We believe this application provides for good horizontal
and vertical agency coordination and participation that
will provide substantially increased benefits for many
' agencies .

To meet their responsibilities in the criminal
justice field , local governments must have financial and
technological assistance from the state and federal
governments . In addition , the justice system must
