Co o ati n Counsel RE: Chapter 11 , Extra Session Laws of 19'71 - Flood Control Funds Attached please find resolution approving the above law pertaining to the remaining balance in the St. Paul flood control project fund. This legislation was requested by the St. Paul City Council and requires approval by a majority of the City Council prior to becoming effective, pursuant to the terms of Minnesota Statutes, Section 645. 021. If approved by the City Council , the special law will permit the City and its Dep artment of Public Works to expend the flood control bond fund balance for necessary flood control purposes and for flood plain management purposes . I am advised that the funds are intended to be expended to develop flood plain areas within the City of Saint Paul .
