To the Honorable Mayor ������ and Members of the City Council: In order that the Civil Service Bureau may issue directives to the various City departments regarding the administration of the Presidentts wage and salary freeze, we respectfully request that the City Council indicate, by resolution, its intent to conform with the Presidential di r e ctive. Relying on the limited information available, it is our conclusion that the City Council should also order that no wage or salary increases will be approved on and after August 15, 1971 for a period of ninety(90) days, or longer if extended by Presidential directive. This freeze on wage and salary increases shall mean every type of wage and salary increase including merit and longevity increases.
