WHEREAS, the property at 892 Laurel Avenue, being described as:
Lot 8, Block 19, Suminit Park Addition to the City of St. Paul in Ramsey County, Minnesota,

with the property identification number of 02-28-23-24-0010 was assessed an amount of $857.05 for the towing
of an abandoned vehicle, and
WHEREAS, the Legislative Hearing Officer has determined that the amount assessed to be excessive and has
recommended that the assessment be reduced to the amount of $500.00,
THEREFORE BE IT RESOLVED, that the amount of the assessment for this property be reduced from
$857.05 to $500.00, and
BE IT FURTHER RESOLVED, that the reduction of $357.05 be funded by the Exempt Assessment Fund.

Regarding the assessment for 892 Laurel Avenue, Yvette Mims and Paulene Mims, owners, File J0201V:
This matter was ratified by the City Council on May 22, 2002. Gerry Mclnemey, Councilmember Blakeys Office, referred this matter back to Gerry
Strathman, Legislative Hearing Officer.
Mr. S[rathman heard this matter at the August 13 Legislative Hearing. Yvet!a Mims appeared at the hearing on behalf of her mother Paulene Mims.
After hearing from John Befz (Code Enforcement) and Ms. Mims, Mr Strathman felt that the Ciry's notifcation process was proper, but the
assessment is too high.
Mr. Strathman recommends to the Ciry Council that they retluce the assessment from $857.05 to $455 plus the $45 administratrve fees for a total
assessment of $500. He retluced this assessment because the original assessment is [oo high.
Please write a resolution for Council Member Blakey's consideration regarding Mr. Strathman's recommendation on this pmperty I would wnte a
resolution myself, but I know that your offce woultl rather write i[ so that R is wordetl to your specifications.
