Dear Sir:
This is written in response to the application of Donald J. Carter for
a permit to install and operate a used-car lot on property located on
the northwest corner of South Robert and Wyoming Streets, and noted in
detail by the legal description on file.
This matter was heard by the Board of Zoning at its July 15, 1971 public
hearing at which time the written staff report was su�narized. The staff
noted that the property is zoned properly for this development and that
the plan meets design standards. They said it should be noted that the
proposed Zoning Code, which at this time is very close to being presented
to the City Council, designates a B-2 District for this site. A used-car
lot would not be allowed in a B-2 District but would require a B-3 district.
Mrs. Carter represented the application saying that they propose to mostly
handle small imports.
Several persons appeared in opposition. They expressed concern over the
possibility of the development becoming an eye sore and the possibility
of a nuisance created by headlights and traffic.
In discussing this matter, the Board noted that there are no expressed
design standards which require a buffer area for a used-car lot adjoining
a residential development. The Board heard a motion to recommend approval
on the condition that a 9 x 40 foot area adjacent to the street right-of-way
and the residential property on the north would not be paved but kept as
a green buffer space. The motion was seconded and carried by a vote of 4-0.

A. HISTORY: There is no zoning history for this area.
B. AREA ZONING: Commercial zoning fronts both sides of Robert Street. There is
also a small Commercial District on the south side of Wyoming west of
Robert Street. "B" Residence zoning exists two blocks north of the subject
site. The rest of the erea surroudning this site is zoned "A" Residence.
(:. DESIGN STANDARDS: The plan meeta the design etandard for tliis type of
facility.
D. FRONTAGE AND AREA: The property has a frontage along South Robert Street
of 86 feet and 80 feet along Wyoming Street with an area of approximately
6,596 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer noted that the original plan was
marginal and that one parking stall was blocking a driveway. The suggested
plan eliminates his objection to the location of the cars for display
purposes.
F. SI'I'G CONDITIONS: The site containa a former gas station. There is an old
structure on the site that ia being painted and undergoing other repairs.
The property is slightly above the grade of Robert Street and below the
grade of Wyoming Street.
G. AREA CONDITIONS: The frontage along Robert Street is developed with mixed
residential and commercial uses . East and west of Robert Street the pre-
dominant use is single-family dwellings. A 12-unit apartment is located
on the corner of Wyoming Street and Livingston Street. Robert Street has
a high traffic count as the main artery to the intense West St. Paul
shopping area.
