Bliss to rezone from "A" Residence to "C" Residence property located on the northeast corner of East Arlington Avenue and Sylvan Street further described as: Lot "H" and the south 2 of vacated alley lying north of and adjoining said Lot "H", Soo Line Plat ��2. This matter was heard at the July 1, 1971 Board of Zoning public hearing at which time the staff report was summarized. It was noted that the Comprehensive Plan called for an arterial street accross this site running along the westerly edge of the Soo Line tracks. A letter from the Chief Engineer of the Public Works Department was read which indicated that more recent plans have that route on the east side of the tracks . The staff compared this site to the Comprehensive Plan's recommenda- tions for location of high-density developments and presented con- siderations both favoring and opposing this proposal. The Board noted that 22 units could be built upon this site under "C" Residence zoning. A motion to recommend approval was presented with the notation that the property is surrounded by railroad and "C" Residential zoning. The motion was seconded and passed by a vote of five to zero. Mr. Rosetter suumarized the staff report, a part of the file, stating that the parcel has a frontage of 129.95 feet alor�g Sylvan Street and 189.53 feet agong Arlington Avenue for an area of 24,0?9.74 square feet. Baccept for tbis parcel, the entire area bounded by Moatans Avenue, the Soo Line Railroad� Arlington Avenue, and Rice Street is zoned Couanercial. The arei east of the railroad on both sidea of Arlington is Light and Heavy Industry; the area west of the railroad south of Arlington is also Light and Hesvy Industry. The apartmen� buflding site on the southweat corner of Arlington and Sylvan is "C" Residential. In reply, Mr. Schnan stated that: "the location of Road A, as proposed in the Northwest Quedrant Study, has �een shifted to the east aide of the Soo Line tracicage in the vicinity A:� Arlington Avenue; therefore, we have no objection to the proposed rezoning". SITE CONDITIONS : The aite is occupied by a small, single-family house with several miscellaneous acceasory buildings and ,several trees. The land is slightly above the �rade of Arlington Avenue and epparently consists of fill since the north edge of the qite slopes abruptly downward to very low, vacant land. li. AREA CONDITIONS: The interior nf the large, commercially-zoned area north of the subject property is vacant and low. The Soo Line Railroad tracks bound the site on the east and is about 10 feet above it. A large area east of the tracks is vacant. Across Arlington Avenue ia a new single-family home. West of Sylvan Street, Arlington Avenue ie developed with apartments and single-family homes on the south side and with recently-constructed apartments on the north side. 9.
