WHEREAS, The Minnesota Highway Department ha.s indicated tha.t
the construction timetable for the portion of Interstate 35E in
the downtown Saint Paul and Civic Center areas will be delayed by
consideration of a proposed frontage road connection to facilitate
traffic congestion in the area between Ninth Street and Chestnut
� Street in the City of Saint Paul; and
WHEREAS, A determination on the proposal for th:e construction
of a frontage road connection by the Council of the City of Saint
Paul at an early date is essential to proper traffic flow patterns
in the Civic Center area; and
WHEREAS� The Civic Center :Authority ha.s indi�ated its strong
objection and concern to any delay in said construction timetable,
as noted in Civic Center Resolution No. 304, attached hereto; now,
therefore� be it
RESOLVED, By the Council of the City of Saint Paul, tha.t it
take all possible action to insure completion of the highway
system at a date concurrent with the completion of the Civic Center
Multipurpose A�ena facility.
