In the Matter of haZardous buildings
being that two-story frame duplex and attached
shed known and described as 651 Laurel in the
City of Saint Paul and s3tuated upon those
premises legally described as Lot 23, Block 8,
-Holc�be's Addition to Saint Pau1, according
to the plat on file and of record in the
Office of the Register of Deeds in and for the
County of Ramsey, State of Minnesota. "
WHEREAS, Pursuant to resolution, C. F. No. 253721, approved
April 22, 1971 , a public hearing was duly held on May 6, 1971,
before the Council of the City of Saint Paul, said hearing
pertaining to the condition of the structures located at
651 Laurel, Saint Paul, Minnesota; and
WHEREAS, Upon the facts pres�nted at the said hearing
consisting of photographs, inspection reports and the recommen-
dations of the City Architect, it is found and determined by the
City Council that according to the records aAd files in the Office
of the Register of Deeds , the 1 ast record owner/ownars of the above- �
described property are �Ellsworth and Janice Surber.
WHEREAS, It is further determined that the above-described
uiiding constitute hazardaus buildings within the definition of
,� nesota Statutes Section 463.15 for the following reasons:

�� a. The building and garage are standing vacant,
abandoned and are subject to beiag entered by un-
' ` � authori zed persons ;
�' b. The exterior cond3tion of the building is as
� ' �:{ follows : The cornice is rotting and badly deteriorated;
j� the wooden siding is in poor condition; the roofing is

poor; the attached shed at the rear is very dilapidated;
outside rear steps are dangerous ; windows are broken
adt and the second floor rear porch and roof are badly
damaged by fire.
c. The interior condition of the building is as
foliows : The basement limestone has mortar missing; the
wiring and plumbing have been vandalized or are missing
and the first and second floors have been badly damaged
by fire.
d. The building in the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in
its present condition and the above corrections must be
made in compliance with the Building Code and the Housing
Code of the City o£ Saint Paul in order to make the same
habitable;
f. The building constitutes a nuisance and a
hazard to the public health, safety and welfare because
of its physical damage� dilapidation and inadequate
maintenance;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Sections
463.15 through 463. 26, and based upon the foregoing findings of
the City Council, the Council of the City of Saint Paul does hereby
make the following Order:
ORDER

1. The owners of the above-described building and garage
shall make the same safe and not detrimental to the public peace,
health� safety and wel£are by having the said building and shed
razed and the materials therefrom removed frora the premises within
thirty (30) days from the dat� of the service o£ this Order;
Z. Unless such corrective action : is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of the District Court of Ramsey
County, Minnesota, within twenty (ZO) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and remove the said building and shed will be made
to the Ramsey County District Court;
3. In the event that the building and shed are to be razed

by the Cit�* of Saint Paul pursuant to judgment of the District
Court, all parsonal property or fixtures which may unreasonably
interfere with the razing and removal of this building and shed
shall be removed within ten (1Q) days from the entry af judgment;
and if not so removed, the Clty of Saint Paul shall remove and
dispose of such personal property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costs expended by the City
will be assessed against the above-described real estate and
collected as other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above-described property in the manner provided by
law.

Centlemen:
T'he Building Department is hereby submitting its report on the
condition of the structure at the above location. The owner of record is
E. E. Surber and the legal description of the property is Lot 23, Block 8,
Holcumbe's Addition.
A recent inspection indicates the following:
Building Classification: 2-story frame duplex.
Exterior: Wood siding, older type, generally poor condition, needs
paint, cornice soffit deteriorated, two chimneys very poor, roofi.ng poor, attached
shed at rear very dilapidated. Outside rear steps dangerous, wind,ows broken
out. Second. floor rear porch and roof badly damaged by fire. General
appearance very bad.
Basement: Limestone has mortar missing.
First Floor: Interior of building badly daxnaged by fire and
vandalism and elements of weather.
Second. Floor: Sarne as first fioor.
The wiring and plumbing systems have been vandalized or are missing.
The property was board.ed up by the city on November 5, 1970. The
building has been vacant and. in present condition for over 2-1/2 years with
no atternpt to repair by the owners. The building is presently an eyesore, an
attractive nuisance and a definite blight to the immediate environs.

Inasmuch as the foregoing conditions constitute a public hazard.
and. the owner has made no attempt to satisfactorily repair the d,amage despite
our warnings, it is the recommend.ation of this bureau that this matter be
referred to the City Attorney's office for razing and removal through District
Court proceed.ings.
