WHEREAS, a fire in the early hours of August 10, 1971, damaged
the one-story mas onry walled. build.ing approximately 60 x 100 ft. located, at
916-918 Selby Avenue, Lot 7, Block 3, Brown's First Addition, said building
occupied by the Model Upholstery Company; and
WHEREAS, upon inspection and recommendation of the Saint Paul
Fire Department and the Bureau of Public Buildings on this date, said. building
has been adjudged an immediate hazard to public safety inasmuch as its exterior
wa11s are in danger of collapse over public sidewalks and. an adjacent residence;
and
WHERE.AS, joint fee owners of said building, B. Mod.elezsky
and Lorris M, Mesnik, have this day been apprised of said critical conditions;
therefore, be it
RESOLVED, that the Office of the City Architect be authorized
to secure services of a demolition contractor to immediately eliminate said
hazards by pushing in the dangerous walls.

Gentlemen:
The Build.ing Department is hereby submitting its report on the
condition of the structure at the above location. The owners of record. are
Bernard Modelezsky and Morris Mesnik, and. the legal description of the
property is Lot 7, Block 3, Brown's First Addition.
The building, until several recent fires, was classified as a single story
with part basement, brick veneer over frame construction, approximately 60 ft.
wide by 100 ft. deep. It had been used as a commercial building housing the
Modell Upholstery Company.
This property was d.amaged by a second serious fire on August 10, 1971,
which destroyed. the building to such an extent that it was an immed.iate hazard.
Council File #255247 gave this department authority to secure the services of a
demolition contractor to remove an immediate hazard (i. e. , the remaining wall
sections adjacent to the public sidewalks were in d.anger of immediate collapse).
This department arranged. for the immediate removal of the hazard. At present
the fire damaged. debris has been pushed on to the private property, and. the d.ebris
can be categorized, as a minor dangerous condition. It is an attractive nuisance,
a harborage for rod.ents, is a blighting influence on the neighborhood and provides
the potential of being set on fire once more.
In light of the above conditions, it is the recommendation of this bureau
that the remains of this structure be condemned and ord.ered, removed.
