RESOL-VED� By the Council of the City of Saint Faul� upon
the recommendation of the Saint Paul Long Ra.nge Capital Improvement
Budget Committee, tha.t the Capital Improvement Budget for the City
of Saint Paul for 1970, as heretofore adopted by this Council and
as amended, is hereby further amended in the following particulars:
1. Tha.t there be a transfer from the 1970 Unallocated
Administrative Reserve of the sum of $15,000.00 to
a new project entitled Lighting Program, Project
M-0536, Excha.nge Street Underpass, for a net change
in the 1970 Budget of zero; and
2. Tha.t there be a transfer fron�, the 1970 Una.11ocated
Administrative Reserve Account of the sum of
$16�462.74 to a new project entitled Public Safety
Building Modernization of the Electrical System
Supplement, for a net change in the 1970 Budget of
zero.

Dear Mayor McCarty:
The CIB Committee at their July 20, 1971 meeting reviewed and
approved the recommendation forwarded to them by the Public Buildings
Task Force. This recommendation is to provide needed funds for the
1971 project - Public Safety Building modernization of the electrical
system.
The CIB Committee submits the following recommendation for your
approval:
Transfer $16,462.74 from the 1970 Unallocated Administrative
Reserve Account, and create a new 1970 project with a funding
of $16,462.74 to be known as - Public Safety Building modern-
ization of the electrical system supplement.
Your immediate favorable action will be greatly appreciated.

Dear Mayor McCarty and Members of the City Council:
The CIB Committee at the June 15, 1971 meeting reviewed and approved the
recommendation forwarded to them by the Streets and Utilities Task Force.
It is hoped that you will approve the amendment to the 1970 CIB as requested.
1) Reduce the allocation to the 1970 Unallocated Administrative
Reserve from $90,000 to $75,000; and,
2) Use the $15,000 to fund a new project to be added to the 1970
Lighting Program and to be known as Project M-0536, Exchange
Street Underpass.
Your immediate favorable action will be greatly appreciated in this instance,
since this project will correct a hazardous traffic condition.
If there are further questions, please contact Daryl B. Stokesbary, Executive
Secretary, or John Olinger, Superintendent of the Lighting Bureau.

was to cottsider the Depari�eaC o£ public Utitities Bureau of Li.ghting reqaest
to make an additiaa to their 1970 Li�hting BUdgetc.
7�eis request is Lo use CIB fimds for the purpose of esCablishiag a Lighting
project that will provide lighCing the Exchange Street Underpass at t�►e site
of the Sagle Street Parking Ramp. T4�e superinteadent of Lighting hes made a
specific ligt►�ing r�co�endaCion and estimaCed the constrnction cost at
$LS,OQO.
Zise project reqnest was iraiCiated because tliere is a traffic hazard withaut
proper lighting. Z9ie hazardae�s coadition, exists only dnring the day. A
driver enteri�ag the uadex�pass is tempo�arily blfuded, as the car passes £ram
dayrli.ght to darla�ess, because the eyes are unab�.e to ad�ast quickly enough.
A proper daytime ligk�t level would elimiaaCe this traffic hazard.
