WHEREAS, the Housing and Redevelopment Authority of the City of
Saint Paul, Minnesota has acquired title in fee simple to Block 11,
St. Paul Proper, pursuant to the provisions of the "Redevelopment
Plan For powntown Urban Renewal Area" as approved by this Council on
May 15, 1964, by its Resolution, Council File No. 218214; and
WHEREAS, the City of Saint Paul acquired an easement for street
lighting purposes on thestructure then located, but since removed, in
the following described real property, to-wit:
Lot 11, Block 11, St. Paul Proper, according to the plat
thereof on file and of record in the office of the Register
of Deeds, Ramsey County, Minnesota;
pursuant to the provisions of a Final Order in condemnation adopted
and approved July 10, 1951, and filed February 28 , 1952, as Council
File No. 156611, in Document No. 1276179, Book 65 of Deeds, Page 3;
and
� WHEREAS, in order to carry out the provisions of said Redevelop-
D � ment Plan and deliver title to a redeveloper free and clear of
`� encumbrances including the aforesaid lighting easement; and
� �° WHEREAS, the redeveloper of said Block 11 has undertaken to
° � replace .at its costs street lighting as to said Lot 11, Block 11,

PETITION FOR RELEASE
OF EASEMENTS, BLOCK 11,
ST. PAUL PROPER
TO: HONORABLE MAYOR AND CITY COUNCIL
The Housing and Redevelopment Authority of the City of
Saint Paul, Minnesota petitions the Council as follows:
1. For relinquishment of an easement for lighting
purposes as to Lot 11, Block 11, St. Paul Proper; and
2. For relinquishment of utility easements reserved in
the vacation of an alley in Block 11, St. Paul Proper,
affecting portions of Lots 3 and 14 of said Block 11.
In 1951, by condemnation, the Council took an easement
for lighting purposes to attach a lighting standard to the
building then situated on Lot 11, Block 11, St. Paul Proper.
Under the Downtown Renewal Project this Block and Lot was
acquired and the improvements as to which this lighting
easement pertained was removed. Under the Downtown Project
Plan new provision for street lighting has been provided for.
On July 16, 1968 , the Council vacated an alley in Block
11, St. Paul Proper, that served vehicular and utility access
to other properties acquired by the Authority as a part of
the Downtown Renewal Project. This vacation was subject to
Section 228 of the Saint Paul Legislative Code and a specific
reservation of easement in favor of Northwestern Bell
Telephone Company.
Since acquisition of the Block, relocation of its
occupants , demolition of structures, removal and relocation
of utilities, and preparation of the Block for redevelopment

by the American National Bank and Trust Company and Transamerica
Minnesota Corporation, these utility services are no longer
required and Certificates of Non-Intended Use by City Depart-
ments and affected utility companies have been so filed with
this Petition.
The Authority therefore requests adoption by the Council
of Resolutions to:
a) Relinquish the lighting easement as to Lot 11,
Block 11, St. Paul Proper; and
b) Relinquish the general utility easement reserva-
tions under Section 228 of the Legislative Code
and the specific easements reserved for North-
western Bell Telephone Company in Resolution,
Council File No. 239455, adopted and approved
July 16 , 1968 .
