Dear Madam and Gentlemen:
' The Department of Public Works has completed an extensive study of possible
1972 sewer service rates. Water Department records were used, together with
' the kno�vledge and experience we have gained during this first year of volume-
based rates, to project probable revenues to fit a variety of circumstances.
, It is the recommendation of the Department of Pubiic Works staff that $5.6
millton doltars (as represented by ALTERNATE C of the attached schedule) be
raised by sewer service charges in 1972. This dollar amount is arrived at
by utilizing all Metropolitan Sewer Board credits to reduce sewer rates and
' using na property tax levy. We further recommend that this amount be raised
by a uniform levy of $0.22 per 100 cubic feet of water consumption..

Dtscussion of the use of Property Taxes to finance Sewer Service Charges.
'
The Department of Public Works staff is opposed to the use of Property
' Tax Revenue to finance any part of Sewer Service Charges. �The reasons for
this opposition are quite simple, First, there is no relationship between
taxable property value and use of sewers. Second, such a tax would merely
be another method of forcing small sewer users to subsidize larger users.
' A "typical hameowner" would pay in the neighborhood of $4 to $5 for a
$500,000 levy (2 mills), and $8 to $10 for a $1 ,000,000 levy. While these
' figures do not seem very large, they wouid represent a substantiai portion
of the cost per year to each homeowner for Sewer Service Charges. We
therefore submit that the "end" (lowing Sewer Service Rates) does not
' ,justify the "means" (raising Property Taxes) .
The third, and probably the most important reason for not utilizing
' Property Tax Revenue, is the large amount of tax-exempt property located
in the City of Saint Paul . tf Property Taxes are used for any portion of
Sewer Service Charges , State and Federally owned property, railroads , churches,
and all other tax-exempt property would not pay their fair share of Sewer
, Service Charges. This would place an additional burden on the homeowners
and businesses of Saint Paul .

IRATE STRUCTURES
' Three different types of rate structures have been analyzed for this report.
' The following is a brief description of each.
"Uniform Rate"
' The logic for using a flat rate per 100 cubic feet of water is quite simple.
' St. Paul and all other communities are billed by the Metropolitan Sewer
Board based on the volume of sewage each generates. Al1 communities, regardless
, of size, pay the same basic cost per unit of flow. When St. Paul bilis sewer
use�s, a "uniform rate" would pass on the uniform charges of the Metropolitan
' Sewer Board to St. Paul 's sewer users. Another advantage of a uniform rate,
' is that it simplifies the billing process.
' 2-step "Commercial-Residential" Rate
This type of rate structure is designed to separate commerical accounts from
' residential accounts. This is accomplished by providing a step in the rate
structure at 100 ccf (10,000 cubic feet) . The great majority of residences will
' use less than 100 ccf per biiling period, and the great majority of commercial
' users will use more. The logic behind this type of rate structure is that
, commerical accounts should pay their share of Metropolitan Sewer Board costs ,
� but therdo not create maintenar�ce and administrative costs in relation to the
. • flow they contribute. While corrnnerical accounts account for about 73� of the
' City's sewer volume, they amount to only about 4� of the accounts. It is doubt-
' ful�that commercial accounts cause 73� of all maintenance and administrative
costs. The slightly reduced second rate step is designed to adJust for this
' discrepancy.

5-step "High User Subsidy" Rate

steps is the alleged necessity of smaller users to subsidize large corporate
' users. This aileged necessity has not been reasonably demonstrated by facts
, and figures. If these rate steps are used, less than 100 users will receive
substantial subsidy from the other 6g,000 users in St. Paul .
